Hizmet içi eğitimlerle ilgili yeni yaklaşımlar arayan Millî Eğitim Bakanlığı son yıllarda öğretmenlerin pedagojik formasyon becerilerini arttırmak amacıyla var olanları da güncelleyerek mesleki çalışma programları oluşturmuştur. Bu program içeriğinde öğretmenlere eğitim içerikli filmler de önerilmiştir. Bu filmler aracılığıyla öğretmenlerin pedagojik anlamda yeni bakış açıları kazanmaları ve var olanları hatırlamaları beklenmektedir. Filmlerin çıktıları ile toplum davranışlarının ilişkisi geniş bir merak konusudur. Bu araştırma kapsamında Millî Eğitim Bakanlığı’nın mesleki çalışma programı kapsamında öğretmenlere önerdiği filmler, içerdikleri ölçme değerlendirme öğeleri ve bunlara ilişkin alt metinler açısından incelenmek istenmiştir. Araştırma, nitel bir araştırma olup araştırmada doküman analizi kullanılmıştır. Çalışma materyalleri olarak Millî Eğitim Bakanlığı Öğretmen Yetiştirme ve Geliştirme Genel Müdürlüğü tarafından okul öncesi, ilköğretim ve ortaöğretim kurumlarında görev yapmakta olan öğretmen ve yöneticilerin bilgi ve becerilerini arttırmak amacıyla Eylül 2017 döneminde oluşturulan Mesleki Çalışma Programı kapsamında öğretmenlere önerilen eğitim içerikli filmler değerlendirilmiştir. Araştırmada verilerin toplanması amacıyla araştırmacılar tarafından 26 temada geliştirilen Film Değerlendirme Formu kullanılmıştır. MEB tarafından öğretmenlere önerilen filmlerin, öğretmenlerin büyük çoğunluğu tarafından izlendiği varsayımından hareketle öğretmenlerin eğitim içerikli bu filmlerde yer alan sahnelerden, içerik ve alt metinlerden istemli ya da istemsiz olarak etkilenmeleri, buradan davranış edinmeleri kaçınılmazdır. Bununla birlikte diğer önemli bir nokta ise bu meşhur olan ve ismen yaygınlaşan filmlerin anne-babalar ve öğrenciler tarafından da izlenmesidir. Filmler sadece öğretmenlere etki etmekle kalmayıp anne-baba, öğrenci tutumu üzerinde de etkiye sahiptir. Araştırma sonucunda hizmet içi eğitimin bir parçası olarak öğretmenlere önerilen bu filmlerin ölçme ve değerlendirme alanında olumsuz davranış kazandırabilecek ve olumsuz algı yaratabilecek örtük iletilere sahip olduğu tespit edilmiştir.
The Ministry of National Education, which is looking for new approaches to service education in recent years, has created professional work programs by updating the existing in order to enhance the teachers’ pedagogical formation skills. In this program, the teachers are also recommended films with educational content. Through these films, teachers are expected to gain new perspectives in the pedagogical sense and remember the existing. The relationship between the films and the behavior of the community is a great question. In the framework of this research, the film recommended by the Ministry of National Education to teachers in the framework of the professional work programme, the measurement assessment items they contain and the subtext related to them were asked to be examined. Research is a quality research and document analysis is used in the research. From the assumption that the films recommended by MEB to teachers are viewed by the vast majority of teachers, it is inevitable that teachers are affected by the scenes, content and subtext in these educational films, either desirably or unwantedly. However, another important point is that these famous and popular films are also watched by parents and students. Films not only influence teachers, they also influence parents and students’ attitude. The research has found that these films recommended to teachers as part of service education have covered messages that can generate negative behavior in the field of measurement and evaluation and generate negative perceptions.
