Biyolojik çeşitlilik zenginliği yönüyle Avrupa kıtası ile kıyaslandığında önde gelen ülkemizin, tür çeşitliliğinin bozulma, azalma ve yok olma aşamalarından oluşan olumsuz bir süreç içerisinde olduğu ifade edilmektedir. Bundan dolayı ülkemiz doğa koruma araçlarının hukuki altyapısını oluşturarak, doğal kaynaklarını ve biyolojik çeşitliliğini uluslararası gelişmelere de paralel bir şekilde koruma kullanma dengesi içerisinde gelecek nesillere aktarmayı amaçlamaktadır. Son yıllarda potansiyel korunan alanları belirleme anlamında ilk örneklerini çeşitli üniversite ve sivil toplum kuruluşlarının gerçekleştirdiği Sistematik Koruma Plânlaması yaklaşımı, ülkemiz doğa korumacılığı gündeminde yer almaktadır. Bu itibarla Çevre ve Orman Bakanlığı’nın yürüttüğü Biyolojik Çeşitlilik ve Doğal Kaynak Yönetimi Projesi (GEF II) kapsamında oluşturulan Biyolojik Çeşitlilik İzleme Birimi tarafından, Kıyı Ege Bölgesi’ne ait potansiyel korunan alanlar ağı, sistematik koruma plânlaması yaklaşımıyla ortaya çıkarılmıştır. Bu çalışmaya konu olan ve Kıyı Ege Bölgesi’nde gerçekleştirilen Sistematik Koruma Plânlaması yaklaşımı ile, bölgedeki tüm biyolojik çeşitlilik için koruma hedeflerine en verimli biçimde ulaşılabilecek koruma alanları ağı, coğrafi bilgi sistemleri ortamında yürütülen analizlerle saptanmıştır. Ayrıca, önerilen koruma alanları, kendi aralarında önceliklendirilmiş, her biri için koruma öncelikleri belirlenmiş ve koruma önerileri oluşturulmuştur. Koruma maliyetlerini asgari düzeyde tutmak amacıyla bölgeye ilişkin sosyo-ekonomik veriler ve tehdit katmanları da değerlendirmeye alınmış, korunacak alan miktarını en alt düzeyde tutmak için optimizasyon algoritmaları kullanılmıştır. Analizlerde, büyük memelilere yönelik bölge genelinde uygulanan anket, arazi ve literatür çalışmaları, literatürden derlenen kelebek verileri, arazi ve literatür çalışmalarına dayanan nadir/endemik bitki türlerine ilişkin veriler ile uydu görüntülerinden elde edilen ve arazi kontrolleri ile desteklenerek sınıflandırılan vejetasyon katmanı verileri kullanılmıştır. Biyolojik çeşitlilik üzerindeki baskı ve tehditlerin, bölge ekipleri tarafından coğrafi bilgi sistemleriyle haritalanması ve analiz edilerek öncelikli koruma alanlarının belirlenmesi sürecine dahil edilmesiyle, Kıyı Ege Bölgesi’ne ait biyolojik çeşitliliğin en az maliyetle en verimli biçimde korunmasına olanak veren alanlar saptanmıştır
In terms of biodiversity wealth compared to the European continent, our leading country is in a negative process that consists of the phases of disruption, decrease and extinction of species. This is why our country aims to transfer its natural resources and biodiversity to future generations by creating the legal infrastructure of natural protection tools, in a balance of use of its natural resources and biodiversity in parallel with international developments. In recent years, the Systematic Protection Planning Approach implemented by various universities and civil society organizations in terms of the identification of potential protected areas is included in our country’s nature conservation agenda. According to this, the Biodiversity Monitoring Unit created under the Biodiversity and Natural Resources Management Project (GEF II) by the Ministry of Environment and Forestry, the potential protected areas of the Coastal Aegean Region has been revealed by the systematic protection planning approach. With the Systematic Protection Planning Approach, which is the subject of this study and carried out in the Coastal Aegean Region, the protection areas network, which can be achieved in the most efficient way to the protection objectives for all biological diversity in the region, is identified by the analysis carried out in the environment of geographical information systems. Additionally, the recommended protective areas have been prioritized among themselves, the protective priorities have been determined for each and the protective recommendations have been created. In order to keep the protection costs at a minimum, the socio-economic data and threat layers for the region have also been evaluated, optimization algorithms have been used to keep the amount of space to be protected at the lowest level. Analysis has used survey, land and literary studies on large mammals throughout the region, literary data of the bears, data on rare/endemic plant species based on land and literary studies, and data of the vegetation layer obtained from satellite images and classified by land controls. By maping and analyzing the pressure and threats on biological diversity by the regional teams through the geographical information systems and the process of determining the priority areas of protection, the areas that allow the conservation of the biological diversity of the Coastal Aegean region at the lowest cost and the most efficient manner have been identified.
