In the second half of the 19th century, the multinational empires found themselves at once the target of nationalist separatist movements. The reaction they give to it is the provision of a kind of assimilation using instruments such as mass communication, education massification. The Russian Tsar, which constitutes a large portion of the Muslim Turkish communities, will also experience this process hardly. In terms of both the conception of nationalism developed by the Russian Tsar and the direction of the conception of nationalism developed in the Russian Tsar, and in terms of its longest and broadest impact, one of the most important examples can be said is the Cedidism stream. This article will try to place Cedidism among the nationalism developing in the nineteenth century. Cedidism in Turkish social science is often considered as a nationalist movement with a political agenda from the beginning. This article aims to reveal that Cedidism was not a political movement until the Bolshevik Revolution, but a cultural policy. In this context, it will also be defended that until the Bolshevik Revolution, the Cedithism was not Turkish, Turcan, Pantürkist or Panturanist, and that its nationalism developed in the form of a cultural policy. The data was reinterpreted by scanning a wide literature used in the study’s quality research method. After the Bolshevik Revolution, Cedism is beyond the limits of this article.
Multinational empires found themselves as the targets of nationalist and separatist movements in the second part of nineteenth century. Their response to movements was to achieve a kind of assimilation by using instruments such as mass media and mass mediaization of education. The Russian Empire which had largely been composed of Muslim Turkic societies experienced it more severely. The Jadidist movement is one of the sharpest example with regard to nationalism’s wider and prolonged impact and by showing it trajectory that the Empire promoted as well as the nationalisms that emerge out of the social contexts. In this article, Jadidism was positioned among the nationalisms that developed in the nineteenth century. Jedidism was regarded as a nationalist movement which had a political agenda from its beginning in Turkish social sciences literature. It is aimed to present in this article that Jadidism was not a political movement until the Bolshevik Revolution but a policy of culture. In this context, it was argued that Jadidism was not Turkist, Turanist, pan-Turkist, or pan-turanist until the Bolshevik Revolution and that its nationalism developed as a cultural policy. Qualitative research method was used in the study and the data were reinterpreted by reviewing a large literature. Jadidism after the Bolshevik Revolution is beyond the limits of this article.
