Abstract:

The fact that everyday life has become the subject of law with all kinds of relationships has also affected the legalization process of the field of sports. Law No. 6222 on the prevention of violence and disorder in sports, which is an important part of this legalization process, is a legal regulation that sociologically affects sports and especially football. With Passolig, which was put into practice with the law numbered 6222, significant changes are experienced in the stands, in sports fields and in sports culture. In Turkey, the main objective of the laws on the prevention of violence in sports, whose history is not very old, is to ensure security. Thus, "sports lovers" will be able to come to the sports fields safely. The most important result of this need for security, which is also the rhetoric of Passolig, is marketization. Similar to the examples in the world, violence in the sport has been a process that follows each other with the measures taken against it and the marketing. The concepts of security and capital are essentially present in the origins of the modern state. The modern state, along with the unity of violence, ensures individual security, while also creates a safe environment for capital mobility. Even in the sport field, each field is regulated by law, from the behavior of players to the healing of fans, the field is metalized and the new rules of the field are subject to market relations. Football fancy is an important collective identity building ground in terms of the organizational capacity it possesses. In contrast to the relative passive existence of the audience, it also indicates the capacity of a collective activity in a sense with the organization capacity. In the industrial football age, with the demands of market-centric regulations, this fancy is usually already in a natural contradiction. Following the discussions on violence in sports and in particular football, this study looked at how effective security policies are in the process of the industrialization of football, in the framework of the security and capital relationship involved in the formation of the modern state. In the context of these discussions, the legal steps taken in Turkey for the prevention of violence and irregularity in sports have been assessed. The main body of the evaluation regarding the Law No. 6222 and Passolig practices is security and capital as two concepts on which the modern state is based. It is discussed whether the legal regulations in Turkey are mainly aimed at preventing acts of violence or regulating sports "fields" according to market principles through legal sanctions.
