Siyasal bilimler alanında devlet üzerine yapılan teorik çalışmaların pek çoğu devlet-toplum ilişkilerini merkeze almaktadır.Patrimonyalizm kavramı da işaret ettiği devlet-toplum ilişkisinden mülhem olarak belirli bir devlet tipine karşılık gelecek şekilde kullanılmıştır. Kavramın bu şekilde kullanılmasının yarattığı imkanlar ve kısıtlılıklar bu çalışmanın ana sorunsalıdır. Bu makalede öncelikli olarak “patrimonyalizm”in tarihsel süreç içerisindeki soykütüğü Batı siyasal düşünce kanonu içerisinde yapılan “tiranlık-despotizm” ayrımı ile ortaya konmaya çalışılacaktır. Ardından patrimonyalizm kavramının Max Weber ‘in eserlerinde nasıl bir devlet-toplum ilişkisine karşılık geldiği açıklanmaya çalışılacak. Son olarak ise “neopatrimonyalizm” kavramının Eisenstadt tarafından ne şekilde ortaya konulduğu analiz edilecektir. Sonuç kısmında ise kavramın Doğu-Batı ayrımına dayanan ve üstü örtülen yönleri ortaya konacaktır. Ayrıca, patrimonyalizm kavramının metodolojik kısıtlılıkları belirtilecektir. Mezkur kavramların, “devlet”liliğin temel niteliklerini Batı merkezli bir bakış açısı ile tanımlama gayreti içinde olduğu ortaya konacak ve bu ölçüde açıklayıcı imkanını yitirdiği belirtilecektir.
Most of the theoretical studies on the state in the field of political sciences focus on the state-society relationship. The concept of patrimonialism has also been used to correspond to a certain type of state that inspired by the state-society relationship that it pointed out. The possibilities and limitations created by the use of the concept in this way are the main problematic of this study. In this article, first of all, the genealogy of "patrimonialism" in the historical process will be tried to be revealed with the distinction between "tyranny and despotism" made within the canon of Western political thought. Then, it will be explained how the concept of patrimonialism corresponds to a state-society relationship in Max Weber's works. Finally, it will be analyzed how the concept of "neopatrimonialism" was introduced by Eisenstadt. In the conclusion part, the aspects of the concept that are based on the East-West distinction and are covered will be revealed. In addition, the methodological limitations of the concept of patrimonialism will be stated. It will be revealed that the aforementioned concepts are in an effort to define the basic characteristics of "statehood" with a Western-centered perspective, and it will be stated that these concepts lose their explanatory possibility.
