Following her ascension to the throne in 1740, Maria Theresa, The Empress of the Holy Roman Empire, wished the Ottoman confirmation and renewal of the 1739 Treaty of Belgrade signed by her father, Karl VI. Her husband, the Emperor of the Holy Roman Empire by name of Franz I since 1745, also sought to conclude a treaty of friendship and peace as the Archduke of Tuscany. Heinrich von Penkler, the permanent ambassador of Austria in Istanbul made intensive contacts with the Sublime Porte for this purpose particularly in 1746 and successfully completes his mission in the following year. In order to acquire fruitful outcomes, he used methods such as developing good relations with the Ottoman statesmen as well as being informed by the activities of his various rivals, particularly the Frenchmen through spies under his service. Penkler’s activities causes the extension of the Treaty of Belgrade permanently. This article aims to focus on the process of peace-making based on the relevant report of Penkler as well as other documents from Turkish and Austrian state archives. The article is composed of parts about Penkler’s biography, his methods and challenges he faced.
