Abstract:

Due to the pressure Germany on the Ottoman State to immediately enter the First World War, Russia decided to conduct negotiations with the Ottoman State to continue the neutrality of the Turkish State. In the talks that began as a result of the efforts of the Russian Foreign Ministry, the Russian side was represented by Istanbul Ambassador Mikhail Nikolaevich Giers and General Maksim Nikolaevich Leontev, who served as military officer in the Embassy. During the negotiations, Enver Pasha proposed an alliance to Russia. With this proposal, in the first days of the First World War, the Turkish-Russian relations gained a different dimension. The aim of the study is to deal with the Turkish-Russian relations during the First World War, in the framework of the alliance efforts of the two enemy states. The study shows that the alliance with Germany by the Alliance and the Turkish Government is derived not from a preference, but from a obligation, and that Enver Pasha’s proposal to Russia in the days of signing the Alliance Agreement with Germany is a step to get rid of this obligation. The study was carried out using diplomatic documents, including communications between the Russian Foreign Ministry and the Russian Embassy in Istanbul and its missions in other countries on the negotiations between Russia and the Ottoman State on the alliance.
