Avrupa Birliği üye devletlerin sağlık sistemleri incelendiğinde ekonomik politikaların çoğunlukla Birlik düzeyine taşınırken, sağlık politikalarının genelde ulusal düzeyde kaldığı görülmektedir. Bundan dolayıdır ki, COVID-19 pandemi sürecinde üye devletler arasında dayanışmanın yetersiz olması, Birlik’in koordinasyon açısından eksiklikler yaşamasına ve süreci yönetmekte geç kalmasına neden olmuştur. Tüm dünyayı etkisi altına alan mevcut pandemi süreci ile pandemik yönetişimin nasıl olması gerektiği hakkında üye devletlerin önemli deneyimler kazandığı muhakkaktır. Ancak Avrupa Birliği ve üye devletlerin salgına hazırlıksız yakalandığı ve hatta ilk zamanlar kayıtsız kaldığını söylemek de mümkündür. Bu çalışmada, 2019 yılının son aylarında Çin’de başlayıp bugün tüm dünyayı etkisi altına alan COVID-19 pandemisinin Avrupa Birliği ve üye devletler tarafından nasıl yönetildiğinin, sürecin sağlık politika alanına nasıl tesir ettiğinin ve ilgili kurumların krize yanıt verme kapasitesinin ne düzeyde olduğunun görülmesi amaçlanmıştır. Bu amaç doğrultusunda Avrupa Birliği’nin geçmiş pandemi deneyimleri ile güncel süreç incelenmeye çalışılmış ve gelecek kurgusuna projeksiyon tutulmuştur. COVID-19 pandemisi ile sınırlanan çalışmada, Avrupa Birliği’nin pandeminin ilk zamanlarındaki kayıtsızlığından kısa sürede uzaklaşarak konunun ciddiyetini tüm unsurlarıyla hisseden bir seviyeye geldiği ve üye devletler ile süreci daha kolektif yürütmeye çalıştığı sonucuna ulaşılmıştır. Ayrıca sağlık alanında Avrupa Birliği’ne tanınan yetkinin ileriki dönemlerde artacağı ve yasama faaliyetine konu edileceği düşünülmektedir.
When the health systems of the EU member states are examined, economic policies are mostly moved to the Union level, while health policies are usually kept at national level. Therefore, the lack of solidarity between the Member States during the COVID-19 pandemic process has led the Union to experience shortcomings in terms of coordination and to be late in managing the process. The current pandemic process that affects the whole world and how pandemic management should be gained significant experiences by the Member States. However, it is also possible to say that the European Union and its member states have been captured unprepared for the epidemic, and that they have even first remained unnoticed. This study aims to see how the COVID-19 pandemic, which began in China in the last months of 2019, and today affects the world, is managed by the European Union and the Member States, how the process is put into the field of health policy and how the institutions concerned are able to respond to the crisis. In line with this goal, the past pandemic experiences of the European Union and the current process have been tried to be examined and the future phantom has been projected. The study, limited to the COVID-19 pandemic, concluded that the European Union had reached a level of feeling the seriousness of the issue with all its elements, and that the Member States and the European Union were trying to carry out the process more collectively. It is also believed that the powers recognized to the European Union in the field of healthcare will increase in the future and will be subject to legislative activities.
When the health systems of the European Union member states are examined, it is seen that while economic policies are mostly carried to the Union level, health policies generally remain at the national level. Therefore, insufficient solidarity between member states during the covid-19 pandemic process caused the Union to experience deficiencies in terms of coordination and to be late in managing the process. With the current pandemic process affecting the whole world, it is sure that member states have gained significant experiences about what pandemic governance should be like. But it is also possible to say that the European Union and member states were caught unprepared for the outbreak and were even indifferent at first. In this study, it is aimed to see how the COVID-19 pandemic, which started in China in the last months of 2019 and affects the whole world today, is managed by the European Union and member states, how the process affects the field of health policy and to what level the capacity of relevant institutions to respond to the crisis. For this purpose, the past pandemic experiences of the European Union and the current process were tried to be examined and projected into the future fiction. The study, which was limited to the COVID-19 pandemic, concluded that the European Union quickly moved away from its indifference in the early days of the pandemic and reached a level that felt the seriousness of the issue with all its elements and tried to conduct the process more collectively with member states. In addition, it is thought that the authority granted to the European Union in the field of health will increase in the future and will be subject to legislative activity.
