Toplumların evrimlerini düşündüğümüzde demokrasi sistemleri, toplumsal bilinçleri, inanç sistematikleri, eğitimleri, kültürleri, sorun çözme yöntemleri vb. farklılık arz etmesine rağmen, modern ve gelişmiş toplumlar ile gelişmekte olan toplumların benzer sorunlar karşısında benzer çözüm yollarına gittiğini görmekteyiz. Demokrasilerin toplumlar tarafından sindirilmesi ve demokrasi kültürünün yerleşmesi kolay olmamakta ve birçok defa demokrasilerden geri dönüşler yaşanmaktadır. Ancak belli bir olgunluğa gelmiş olan demokratik sistemlerde ve demokrasileri gelişim aşamasında olan sistemlerde nasıl oluyor da bir sorun karşısında benzeri sonuçlar ortaya çıkıyor? Çalışmada bu durumun popülizm ile ilişkisi araştırılmaya çalışılmıştır. Tanımlanması ve genel hatlarının çizilmesi çok zor olan popülizmin kavramsal tanımlanması yapılmaya çalışılmıştır. Popülizmin gerçek hayatta genellikle sağ popülizm şeklinde gerçekleştiği göz önüne alındığında, çalışma popülizm ve faşizm arasındaki ilişkiye de büyük önem vermektedir. Makalenin dikkat çektiği hususlardan bir diğeri ise liberal demokrasinin krizi içerisinde popülizmin oynadığı kritik roldür. Elitlere karşı halkı iktidara çağıran popülizm liberal dünyanın meşruiyet krizini çözme noktasında başarısız olsa da, demokrasiye yeni bir ivme kazandırma noktasında anlamlı sonuçları içerisinde barındırmaktadır.
When we think of the evolution of societies; democracy systems, social consciousness, systematism of beliefs, education, cultures, methods of problem solving, etc. Despite its differences, we see that modern and advanced societies and developing societies are going to similar ways of solving similar problems. The digestion of democracies by societies and the establishment of a culture of democracy is not easy, and many times there are returns from democracies. But how does it happen in democratic systems that have reached a certain maturity and in systems that are in the development phase of democracies, and the similar results arise in the face of a problem? In the study, the relationship of this situation with populism was tried to be investigated. The conceptual definition of populism, which is very difficult to define and draw its general lines, has been tried to be made. Considering that populism in real life often occurs in the form of right-wing populism, the study also highlights the relationship between populism and fascism. Another aspect of the article is the critical role that populism plays in the crisis of liberal democracy. Although populism, which calls the people to power against the elites, fails to resolve the legitimacy crisis of the liberal world, it has meaningful consequences in bringing a new impulse to democracy.
The evolution processes of societies throughout history around the globe shows that societies diverge in many aspects such as level of democracy, social consciousness, educational accumulation, belief systems, and cultures. However, both developed and developing societies often time end up in similar situations when encountered with similar problems. Digestion of democracy and establishment of a democracy culture are challenging processes and, as a result, societies sometimes experience regress with regard to democracy. Then, it becomes interesting to ask that, when faced with a problem, why similar results are observed in societies with advanced democratic systems and in societies with immature democracies. The present study attempts to propose an answer to this question by utilizing the phenomenon of populism. Although establishing the boundaries of populism is a difficult task, the study strives to provide a conceptual definition for populism from the perspective of the public, the others, and the leader. Given that populism in real life is usually actualized in the form of right-wing populism, the study also pays great attention to the relationship between populism and fascism. The crucial role of populism in the crisis of liberal democracy is further discussed. Although populism, by calling upon the public power against the elite, has proved to fall short of solving the legitimacy crisis of the liberal democracy, it still bears an intrinsic potential to accelerate democratic processes.
