İŞGÜCÜ PİYASASINDAKİ AYRIŞMA, KENTSEL YOKSULLUK VE GÜNÜMÜZDE UÇURUM İNSANLARI

Abstract:

1900’lü yıllarda Londra’da yaşanan hızlı endüstrileşme sürecinde görülen emek sömürüsü, çalışma koşullarının kötülüğü ve yönetimin sosyal güvelik konusundaki yetersizlik gibi nedenlerle işçi sınıfı yoksulluğa mahkûm edilmiştir. Burada hüküm süren yoksulluk sadece gelir temelli olmayıp, hayatın her alanında hissedilen çok boyutlu bir yoksulluktur. Londra’da işçi sınıfının yaşadığı bu yoksulluk nedeniyle yaşam şartları kötüleşmiş ve düşük gelir seviyesine sahip kesimin yerleştiği gecekondu mahallelerinden oluşan doğu yakası oluşmuştur. İşçilerin, dualist (ikili) işgücü piyasasının varlığı nedeniyle gelir açısından bölünmesi, sosyal hayatta da benzer bölünmeye sebebiyet vermiştir.  Yirminci yüzyılın başında düşük gelire sahip işçilerin yaşadığı doğu yakası ve daha üst gelir düzeyine sahip batı yakası olarak ikiye bölünen Londra, günümüzde de hızlı endüstrileşen ve kontrolsüz büyüyen şehirlerde yaşanmakta olan kentsel yoksulluğun sosyal etkileri hakkında yol gösterici niteliğe sahiptir. Günümüzde ve gelecek dönemde yeni oluşan büyük şehirlerin gecekondu mahallelerine yönelik uygulanacak sosyal politikalar ve yoksullukla mücadele stratejileri, yoksullukla mücadelede önemini korumaktadır. Jack London’ın Uçurum İnsanları kitabında kentsel yoksulluk ve  yoksulluğun sosyal etkileri konusunda önemli değerlendirmeler bulunmaktadır. Bu çalışmanın amacı, hızlı büyüyen şehirlerde yaşanan yoksulluğun sosyal hayat üzerindeki olumsuz etkilerinin tarihin her döneminde varlığını sürdürdüğünü örneklerle ortaya koymaktır. 1900’lü yıllarda İngiltere’de Londra şehrinin hızla kentleşmesi sonucunda yaşanan yoksulluk ile günümüzde gelişmekte olan ülkelerin yeni oluşan mega şehirlerinde yaşanan yoksulluğun özellikleri arasında benzerlikler bulunmaktadır. Uçurum İnsanları kitabı; yoksulluğun yıkıcı etkilerini tüm detaylarıyla açıklamakta ve günümüzdeki kentsel yoksulluğu anlamlandırabilmemize katkı sağlamaktadır.

The labor exploitation, seen in the fast industrialization process in the 1900s in London, was punished by the working class to poverty for reasons such as poor working conditions and lack of social security in the administration. The poverty that dominates here is not just income-based, but a multi-dimensional poverty that is felt in all areas of life. This poverty that the working class lives in London has deteriorated the living conditions and the eastern side of the Gecondu neighborhoods of the low-income division. The division of workers in terms of income due to the existence of the dualistic (double) labour market has caused a similar division in social life. London, divided into the east side of the low-income workers in the early twentieth century and the west side of the higher-income, is a guide to the social effects of urban poverty in the fast-industrialized and uncontrolled cities today. Today and in the future, the social policies and strategies to be implemented towards the neighborhoods of newly formed major cities and to combat poverty, preserve their importance in the fight against poverty. Jack London’s Book of the Lost People contains important assessments on the social effects of urban poverty and poverty. The aim of this study is to show with examples that the negative effects of poverty in rapidly growing cities on social life have continued to exist in every period of history. There are similarities between the poverty in England in the 1900s as a result of the rapid urbanization of the city of London and the characteristics of poverty in the newly formed mega cities of today's developing countries. The Book of the People of the Rings explains the devastating effects of poverty in all its details and contributes to our understanding of today’s urban poverty.

The working class was condemned to poverty for reasons such as labour exploitation, poor working conditions, and the inadequacy of the administration in terms of social security during the rapid industrialization process in London in the 1900s. The poverty that prevails here is not only income-based but multidimensional poverty that is felt in all areas of life. Due to this poverty experienced by the working class in London, living conditions deteriorated and the eastern side of the slums, where the low-income people settled, was formed. The division of workers in terms of income due to the existence of the dualist (dual) labour market has led to a similar division in social life. At the beginning of the twentieth century, London, which was divided into the east side where low-income workers live and the west side with higher income levels, has a guiding quality about the social effects of urban poverty that is experienced in rapidly industrializing and uncontrolled growing cities today. Today and in the future, social policies and strategies to fight poverty to be implemented in the slums of newly formed big cities maintain their importance in the fight against poverty. Jack London's book People of the Abyss contains important assessments of urban poverty and its social effects. This study aims to demonstrate with examples that the negative effects of poverty experienced in fast-growing cities on social life continue in every period of history. There are similarities between the poverty experienced as a result of the rapid urbanization of the city of London in England in the 1900s and the poverty experienced in the newly formed megacities of developing countries today. People of the Abyss; explains the devastating effects of poverty in all detail and contributes to our understanding of today's urban poverty.
