İran'da Kaçar idaresi döneminde klasik medrese sistemi dışında açılan yeni okullar, ihtiyaca göre ve milli kültür unsurları gözetilmeksizin siyasi amaçlarla açılmıştır. İran'da çıkarlarını kaybetmek istemeyen batılı devletlerin desteğinde açılan misyoner okulları, gerçek amaçlar gizlenerek modern okullar olarak tanıtılmış, gelecekteki ilerlemenin vazgeçilmez unsurları olarak gösterilmiştir. Misyoner okulları dışında açılan milli okullar ise yapılan propaganda ile halka yanlış tanıtılmış, açılışlarından kısa bir süre sonra kapatılmaları sağlanmıştır. Bu yüzden ülkenin eğitim-öğretiminde beklenen ıslahatlar yapılamamış, karışıklık devam etmiştir.
In Iran, new schools opened outside the classical medrese system during the Kaçar administration were opened for political purposes, in accordance with the need and the national cultural elements without supervision. The missionary schools opened in Iran with the support of the Western states who do not want to lose their interests, presented as modern schools, hiding real purposes, have been shown as the indispensable elements of future progress. The national schools opened outside the missionary schools, but the public was mispresented by propaganda and closed shortly after their opening. Therefore, the expectations of education in the country have not been made, the confusion has continued.
