Abstract:

The People's Republic of China, which followed a mostly low-profile, peaceful foreign policy discourse until 2014, has made it one of the first priorities of its foreign policy not to be perceived as a threat in world politicsSince 2014, this foreign policy discourse has been gradually abandoned, and China has switched to a foreign policy discourse that puts itself first as a regional leader and then as a global leader and emphasizes that it should have a say in the solution of world problems. There are three interrelated main components of this new foreign policy discourse that have bee identified. The first is China's claim to be a model and leading country, the second is the emphasis on ancient Chinese civilization and the third is the more intense use of anti-Western discourse in foreign policy discourse. Aim of this study is to analyze this shift in China’s foreign policy discourse. For this purpose firstly, the great economic development of China will be examined. Then, the moves of China to increase its influence in world politics by using the tools brought by this economic development will be discussed. Finally, the new foreign policy discourse developed by China in parallel with its economic development and its increased political influence in the world thanks to this development will be analyzed with examples from the discourses of high-level state officials.
