Memlûk Devleti diğer Türk İslâm devletleri gibi tebasına temel ihtiyaçlarını sağlama, hayatlarını idame ettirme gibi sorumluluklarını sahiplenmiş, herkese makul bir hayat standardı sağlamaya gayret etmiştir. Ancak zayıf olanları güçlülerden koruma tarzında kamu politikası oluşturacak bir aşamaya gelebilmişler midir? Bu çalışma bu sorunun cevabından ziyade Memlûk sultanlarının tipik ekonomik politikalarını ve uygulamalarını mukayeseli bir şekilde anlatarak öne çıkan durumlarda genel hatlarıyla yaklaşımlarının nasıl olduğu ile ilgilenmiştir. Daha çok fizikî coğrafyanın mecbur bıraktığı durumlara makul çerçevede onarım yapma gayretinde olan sultanlara değinmiştir. Bu makale ile Memlûkler’in tüm dönemlerinde finansal sistemin aşağı doğru takip ettiği eğimi ve sultanlık rejiminin aldığı malî tedbirlerle kötüye gidişle nasıl başetmeye çalıştığının izahı yapılacaktır. Bu izahların sözkonusu zamanda kötüye gidişin genel resmi üzerinde farklı bir bakış açısı sağlayabilmesi ve aynı zamanda Memlûk sultanlarının seleflerinin tecrübelerinden beslenen üretim sürecinde kaşılaştıkları sorunları aydınlatabilmesi mümkündür. Nitekim Memlûk sultanları iktisadî gücün artmasını mutedil ölçekli faaliyetlerle teşvik etti. Zaman zaman geleneksel düzeyde sınırların ötesinde faaliyet göstermekten kaçınmamışlardı. Bu çalışma Ortadoğu coğrafyasında hüküm sürmüş bir devletin iktisadının çöküş sürecini temel faktörler bazında Arapça kaynakların ve telif eserlerin anlattıklarından istifade etmek suretiyle yalın bir şekilde anlatırken sığ olmayan üretimi, kendisine has stratejileri olan ticareti ile verimsizliği dışlayan Memlûk iktisat sistemi potansiyellerini ve bu potansiyelleri eriten nedenleri görmeye davet edecektir.
The country, like other Turkish Islamic states, has held its responsibilities, such as providing their basic needs to the country, and fulfilling their lives, and has strived to provide a reasonable standard of life to everyone. But are weak people able to come to a stage of public policy in the way of protecting the weak from the strong? Instead of answering this question, this study focused on how the typical economic policies and practices of the Memlûk sultan are compared to how they approach their general lines in the emerging cases. More physical geography has referred to the sultan who are trying to make repairs in a reasonable framework to the situations that the geography has forced. This article will explain the trend that the financial system has followed down in all periods and how the sultan regime is trying to cope with the financial measures it has taken. It is possible that these explanations may provide a different perspective on the general picture of the deterioration at the time, and at the same time can illuminate the problems they encounter in the production process that is fed by the experiences of the predecessors of the Memlûk sultan. In fact, the Memlûk Sultans encouraged the economic power to increase with muted scale activities. Sometimes they were not avoiding to operate beyond the boundaries at a traditional level. This study will simply describe the process of collapse of the economy of a state ruled in the Middle East geography based on the basic factors of the Arabic sources and the authors' works, while the non-cost production will invite to see the potential of the country's economic system, which excludes trade and ineficiency with its own strategies, and the reasons that eradicate these potential.
