General inspectorships were important administrative establishments in Turkish administrative history as a result of social, economical and administrative conditions in Turkey. After the foundation of the Turkish Republic, the General Inspectorship was established in order to strengthen the administrative organization and provide the regional development. Four General Inspectorships were founded between the years of 1927-1952. Fourth General Inspectorship was established in 1936 and Abdullah Alpdoğan was assigned as General Inspector. The General Inspectorships practice was terminated de facto in 1948 and de jure in 1952. Fourth General Inspectorship which comprised of Elazığ, Erzincan, Tunceli, Bingöl main aims were to abolish tribe system and to convey there the principles of Republic. In this study the Fourth General Inspectorships establishment, works examine besides the region's social, economic and cultural change emphasize.
