Doğu Akdeniz’de oldukça önemli bir konumda bulunan Kıbrıs, hem stratejik hem de jeopolitik açıdan tarihin hemen her devrinde birçok devletin hâkimiyet mücadelesine sahne olan önemli bir ada olmuştur. Kıbrıs’ta 1571’de başlayan Türk hâkimiyeti, 1878’deki Berlin Kongresi’ne kadar kesintisiz olarak devam etmiştir. Ancak Osmanlı Devleti, Berlin Kongresi’nde yardım etmesi karşılığında, Kıbrıs’ı İngiltere’ye kiralamış, böylece Kıbrıs üzerindeki Türk egemenliği büyük yara almıştır. Ardından 1914’te İngilizler bölgeyi işgal ettiklerini dünya kamuoyuna deklare etmişlerdir. Lozan Antlaşması’yla birlikte Ada’ya resmen hâkim olan İngiltere’nin, ilk dönem burada uyguladığı Rum yanlısı politikaları tepkilere neden olmuştur. İngilizlerin desteğini alan Rumlar ise Kıbrıs Türklerini adadan göçe mecbur etmeye çalışarak, Ada’yı Yunanistan’a ilhak etmek istemişlerdir. Ancak Rumların 1931 yılında başlattıkları isyan Kıbrıs’ta dengeleri değiştirmiş ve İngiliz yönetimi her iki topluma da sıkıyönetim uygulamaya başlamıştır. Bu uygulamaların başında Kavanin Meclisi’ni kapatmak yer alırken, bir yıl önce milletvekili seçilen Türk temsilcileri karşılarında muhatap bulamayınca çareyi Türkiye’ye başvurmakta bulmuşlardır. Bu durum karşısında Türkiye, Kıbrıs Türkleriyle ilgili istihbarat çalışmalarına hız vermiş ve Ada’daki Türk varlığının devamı için tedbirler almaya çalışmıştır. Özelikle Kıbrıs Konsolosluğu’nun hazırladığı raporlar Türk dış politikası açısından yol gösterici olmuş ve Atatürk devrimlerinin Ada’da uygulama alanı bulmasıyla Kıbrıs Türklerinin milli benliklerini koruması sağlanmaya çalışılmıştır. Bu çalışmada, özellikle İngiliz hâkimiyeti döneminde Kıbrıs Türkleri için hazırlanan raporlar, Türk temsilciler tarafından Başbakanlık ya da ilgili bakanlıklara yazılan birtakım mektuplar ve konuya temas eden diğer kaynaklar kullanılacaktır. Bu bağlamda Kıbrıs’ta, Türklerin siyasî, hukukî ve sosyo-kültürel durumları analiz edilecek ve konu objektif bir bakış açısıyla ele alınmaya çalışılacaktır.
Located in a very important position in the Eastern Mediterranean, Cyprus has been an important island that has been the scene of the struggle for sovereignty of many states in almost every phase of history, both strategically and geopolitically. The Turkish sovereignty in Cyprus, which began in 1571, continued uninterrupted until the 1878 Berlin Congress. But the Ottoman State, in return for assistance at the Berlin Congress, hired Cyprus to England, so the Turkish sovereignty over Cyprus was hurt. Then in 1914 the British declared to the world that they occupied the region. With the Lozan Treaty, Britain, which officially ruled the island, the Rom-protected policies in the first period here have caused reactions. The Romans, who received the British support, tried to force Cyprus Turks to migrate from the island, and wanted to join the island to Greece. But the rebellion initiated by the Roms in 1931 changed the balance in Cyprus, and the British government began to impose a rigorous government on both societies. In the beginning of these practices, the Cavanin parliament was closed, and a year ago the Turkish representatives elected parliamentarians found the solution to Turkey when they couldn’t find a conversation. In the face of this situation, Turkey has accelerated its intelligence work on Cyprus Turks and has tried to take measures for the continuation of the Turkish presence in the island. Specifically, the reports prepared by the Cybersecurity Consulate have been guidant in terms of Turkish foreign policy and the Atatürk revolutions have been trying to ensure the protection of the national identity of the Cybersecurity Turks by finding an area of application in the island. In this study, the reports prepared for the Cyprus Turks, especially during the British rule, will be used by a series of letters written by Turkish representatives to the Prime Minister or the relevant ministries and other sources that contact the subject. In this context, in Cyprus, the political, legal and socio-cultural situation of the Turks will be analyzed and the issue will be tried to be addressed with an objective perspective.
Cyprus, which has a critical position in the Eastern Mediterranean, has been an important island that has witnessed the sovereignity struggle of many states in almost every period of history both in strategic and geopolitical terms. The Turkish sovereignty, which started in 1571 in Cyprus, continued uninterruptedly until the Berlin Congress in 1878. However, the Ottoman Empire rented Cyprus to England in exchange for help of England in the Berlin Congress, thus Turkish sovereignty on Cyprus was greatly damaged. Then, in 1914, the British declared the world public that they occupied the region. The Greek-Cypriot policies implemented by the England, which was formally dominated the island through the Lausanne Treaty, caused reactions. The Greeks, who had the support of the British, tried to force the Turkish Cypriots immigrate out of the island and wanted to annex the island. However, the rebellion started by the Greeks in 1931 changed the balance in Cyprus and the British administration started to apply martial law to both communities. While the place to close the Legislative Council at the beginning of this application, a year ago have found a deputy elected representatives of the Turkish interlocutors could not find the remedy being resorted to against Turkey. Faced with this situation in Turkey, Cyprus and Turkey has accelerated its intelligence work on measures for the continuation of the Turkish presence on the island has tried to take. Especially, the reports prepared by the Cyprus Consulate have been a guide in terms of Turkish foreign policy and it has been tried to ensure the protection of the Turkish Cypriots' national selves when the Atatürk revolutions have found application in the island. In this study, especially the reports prepared for the Turkish Cypriots during the period of British domination, a number of letters written by the Turkish representatives to the Prime Ministry or related ministries and other sources that touch the subject will be used. In this context, the political, legal and socio-cultural situations of Turks in Cyprus will be analyzed and the subject will be tried to be dealt with from an objective perspective.
