I. Dünya Savaşı başladığında Dersim (Tunceli), devletin hala tam olarak otoritesini tesis edemediği bir bölgeydi. Rusların Erzurum’u işgal etmesiyle muharip iki ordu açısından Dersim’in önemi iyice artmıştı. Dersim aşiretleri ise kendi aralarında ortak tavır almaktan ziyade dağınık bir tutum izlemekteydiler. Doğu Dersim ile Batı Dersim aşiretleri arasındaki tutum farklı olmakla birlikte, aşiretler saflarını da duruma ve menfaatlerine göre belirlemekteydiler. Bu anlamda stratejik değil pragmatik bir duruş sergiledikleri görülmektedir. 1916 yılı baharında Doğu Dersim’de Rusların da teşvikiyle büyük bir isyan meydana gelmişti. Kısa sürede isyan bastırıldı ve tüm Doğu Dersim aşiretleri Ruslara karşı Osmanlı Devleti safında yer aldı. Batı Dersim aşiretleri ise 1917’ye kadar tarafsız bir görünüm sergilemekle birlikte, Ruslarla daha yakın bir temas içindeydiler. 1917 yılında, Şubat ve özellikle Ekim Devriminin ardından Rus askerleri firar edip çekilmeye başlayınca, tüm Dersim Osmanlı’dan yana tavır almak durumunda kaldı. 1918’de binlerce Dersimli, milis olarak Erzincan’ın kurtuluşuna katıldı. Devlet makamları ise Dersim’in öneminin ve olası menfi tutumda yaratacağı tehlikenin farkındaydı. Bu nedenle aşiret reislerini kazanmak için maddi ve makamsal olanakların tahsisinde oldukça cömert davranmaktaydı.
When the First World War began, Dersim (Tunceli) was a region where the state was still unable to establish its full authority. During the Russian occupation of Erzurum, the importance of Dersim in terms of two armies increased significantly. They had a distinctive attitude rather than a common attitude among themselves. While the attitude between the Eastern Dersim and the Western Dersim fellows was different, the fellows also determined their lines according to their situation and interests. This is not a strategic, but a pragmatic position. In the spring of 1916 a major rebellion occurred in Eastern Dersim, with the encouragement of the Russians. Shortly the rebellion was suppressed and all the Eastern Dursim ancestors were on the line of the Ottoman State against the Russians. The Western doctors, though showing a neutral appearance until 1917, were in closer contact with the Russians. In 1917, after the February and especially the October Revolution, when the Russian soldiers began to escape and withdraw, all the Dursim had to take a position to the Ottoman. In 1918, thousands of Dersimli joined the liberation of Erzincan as a militan. The state authorities were aware of the importance of Dersim and the potential danger it would create in the attitude. Therefore, he was very generous in the allocation of material and authority opportunities to win his rewards.
