Özet:

Deliberative democracy is a democracy approach that Habermas's philosophical infrastructure is based on ıs Communicative Action Theory. It provides a solution to the problems of public space in the context of democracy, legitimacy, participation and public space, which is one of the critical democracy approaches to liberal democracy. The idea of expanding public spaces, increasing participation, and making a consensus on the decisions taken in the context of negotiation and debate are the basis of deliberative democracy. Although the political parties have lost their functions and transformed into a technical system, they have continued to be the most important tools to respond to today's problems. Political Parties are indispensable organizations because of their interaction with civil society, government and society itself. The Constitutional Reconciliation Commission is a formation in 2011 where the parties in the parliament came together and negotiated for a new constitution. It can be seen as an example of negotiating democracy by establishing communication with many different structures and segments such as universities, professional chambers, associations, foundations and radio. In this study, Theory of Deliberative Democracy in the programs of political parties in Turkey (65th governmental parties titled as AKP, CHP, MHP, HDP) Constitutional Reconciliation Commission's approach to deliberative democracy of political parties in Turkey over the text that will be studied to be understood and ın this process, the AKP and Kurdish Parties which supported the amendment in the 2010 constitution, were found to be more deliberative.
