Türkiye’de neoliberal politikaların etkisiyle okulların finansmanında giderek artan oranlarda özel kaynaklara gereksinim duyulmaktadır. Gerek uluslararası sözleşmelerde, gerekse de ulusal yasal metinlerde devlet tarafından ücretsiz ve zorunlu olarak verilmesi öngörülen ilköğretim kademesinde bu durum, kitlesel eğitimin seyrini önemli ölçüde etkilemektedir. Günden güne çeşitlenen kaynak yaratma biçimleri karşısında okul müdürlerinin kaynak yaratma potansiyelleri, onların başarılı ya da başarısız olarak görülmelerinde belirleyici bir özellik haline gelmiştir. Bu çerçevede nitel yöntemlere dayanarak tasarlanan araştırmanın amacı, ilkokullarda kaynak yaratma sürecine dair okul müdürlerinin deneyim ve görüşlerinin çözümlenmesidir. Çalışma grubu 2020-2021 yılında Türkiye’de Zonguldak ilinde bulunan ilkokullarda görev yapan on üç okul müdüründen oluşmaktadır. Araştırmanın deseni durum çalışmasıdır. Yarı yapılandırılmış görüşme formlarından yararlanılarak toplanan verilerin analizinde betimsel analiz yöntemi kullanılmıştır. Araştırmanın sonuçlarına göre ilkokullarda faturaların, büyük onarım gibi giderler dışındaki giderlerin merkezi bütçeden karşılanmadığı temizlik ve güvenlik giderlerinin ise kısmen karşılandığı görülmüştür. Bu karşılanmayan giderler için okul müdürlerinin bağışlar, kermes, çekiliş gibi yollar, sivil toplum, belediyeler ve sanayi kuruluşları gibi kurumlar aracılığıyla kaynak yarattıkları anlaşılmıştır. Okulun bulunduğu çevrenin sosyal ve ekonomik düzeyinin kaynak yaratma sürecini doğrudan etkilediği görülmüştür. Okul müdürlerin ilkokulların finansmanı için doğrudan merkezden bütçe verilmesini istedikleri görülmüştür.
With the influence of the neoliberal policies in Turkey, private resources are needed in increasing rates in the financing of schools. This situation in the primary education level, which is provided for free and mandatory by the state in necessary international treaties or national legal texts, has a significant impact on the course of mass education. Faced with a variety of ways of creating resources from day to day, the potential of school managers to create resources has become a determining feature in their success or failure. The purpose of the research designed on the basis of quality methods in this framework is to analyze the experience and views of school managers on the process of creating resources in primary schools. The work group consists of 13 school directors working in the primary schools located in Zonguldak in Turkey in 2020-2021. The purpose of the research is to work. Imaginary analysis method has been used in the analysis of data collected using semi-configured conversation forms. According to the research, in primary schools, expenses other than expenses such as major repairs are not paid from the central budget, while cleaning and safety expenses are partially paid. For these unpaid expenses, it is understood that school managers create resources through institutions such as donations, crossing, withdrawal, civil society, municipalities and industrial organizations. The social and economic level of the environment in which the school is located has been shown to have a direct impact on the process of creating resources. The school directors were asked to provide a budget directly from the center for the financing of primary schools.

The fact that the primary education level, which is required to be given free of charge and compulsory by the state in both international conventions and national legal texts, significantly affects the course of mass education. While fundraising forms have been diversifying day by day, the potential of school principals to create resources has become a determining feature in their success or failure. In this context, the aim of the research, which was designed based on qualitative methods, is to analyze the experiences and opinions of school principals on the process of fundraising in primary schools. The working group consists of thirteen school principals working in primary schools in Zonguldak province in Turkey in 2020-2021. The design of the research is case study. Descriptive analysis method was used in the analysis of the data collected by using semi-structured interview forms. According to the results of the research, expenses other than bills and major repairs in primary schools are not supplied by the central budget; cleaning and security expenses were partially supplied. It has been understood that school principals create resources for these uncovered expenses through such ways as bazaars, raffles, donations and through such institutions as non-governmental organizations, municipalities and industrial organizations. It has been observed that the social and economic level of the school's environment directly affects the fundraising process. It has been revealed that school principals want a budget directly from the center for the financing of primary schools.
