Abstract:

Unemployment is one of the major problems of both developed countries and developing countries today. Due to technological developments that reduce the demand for labour and, on the other hand, increasing the supply of labour by the multiplied population, it seems not easy to find a solution to the unemployment problem. In this regard, unemployment is the main economic problems that all countries need to follow carefully. There are certain policies the government uses in the fight against unemployment. These are active and passive labour market policies. Active policies are aimed at creating jobs while passive policies are aimed at eliminating the negative consequences of unemployment. One of the employment enhancing active labour market policies is the insurance premium incentives applied to employers. With the prim incentives, the government aims to increase employment by reducing the labour costs on employers. In Turkey, there are also various premium incentive programs implemented to increase employment within the framework of active labour market policies.
