Bu çalışmada, tarihsel olarak teorik ve pratik birikimlerden hareketle İslam geleneğinde ekonomik karar biriminin devlet-odaklı mı yoksa piyasa-odaklı mı olduğu incelenmiştir. Bugün hâkim görüş, serbest piyasa mekanizmasının devletin güdümündeki bir ekonomik modele göre üretici, tüketici ve devlet olarak tüm ekonomik birimlerin menfaatine uygun, daha etkin bir yapı arz ettiği yönündedir. İslami bakımdan da ekonomik karar birimleri ölçülü davrandıkları, helalinden kazandıkları ve tükettikleri, cimrilikten ve israftan kaçındıkları müddetçe, serbest mübadele hem bireyleri hem de toplumu daha müreffeh hale getirecektir. Devlet ise, varlığını vatandaşlar adına iyiliği teşvik edici kötülükten de caydırıcı ve onların dinini, nefsini, malını, aklını ve neslini koruyucu bir üst kurum olarak sürdürecektir. İslami gelenekte, teorik söylem ve literatür ile ilk dönem uygulamalar daha ziyade özel mülkiyetin, özel teşebbüsün ve piyasanın baskın rolüne işaret ederken, daha sonraki dönemlerin büyük çoğunluğunda ve pek çok coğrafyada devletçi söylemler ve uygulamalar baskın hale gelmiştir. Esasında teorik yazının, asırlara sâri ilgili literatürün ve uygulamaların dönemden döneme ve coğrafyaya göre farklılık arz ettiği bilinmektedir. Zımnen de olsa fütüvvetnamelerin dili ile Ahi teşkilatlarının uygulamalarının da esasında benzer muğlaklığın sürdürdüğü anlaşılmaktadır. Ancak, fütüvvetnamelerin içeriğinden ve Ahi geleneğinin uygulamalarından anlaşıldığı kadarıyla, bu ekolde de serbest piyasanın işleyişini çağrıştıracak bir anlayıştan ziyade, belli ahlaki normal çerçevesinde hareket eden ve kontrollü-müdahaleci bir iktisadi anlayışın hâkim olduğu söylenebilir.
In this study, historically from theoretical and practical accumulations, it was studied whether the economic decision-making unit in Islamic tradition is state-oriented or market-oriented. Today, the judge considers that the free market mechanism provides a more efficient structure in accordance with the interests of all economic units as producers, consumers and the state, according to an economic model under the government’s guidance. From the Islamic point of view, economic decision-making units will make both individuals and society more prosperous, as long as they behave measurably, gain from the law and consume, and avoid humility and waste. The state will, in the name of the citizens, defend their existence from the evil which promotes good and protect their religion, their self, their property, their mind and their generation. In the Islamic tradition, theoretical speech and literature and the primary period practices indicate the dominant role of private property, private effort and the market, while in the majority of the subsequent periods and in many geographical areas, state speech and practice have become dominant. It is essentially known that the theoretical writing, literature and practices related to the centuries, differ from time to time and geography. It is clear, however, that the language of the fituvvetnam and the practices of the Ahi organizations in essence continue to be similar to the fituvvetnam. However, to the extent that it is clear from the contents of the futurisms and the practices of the Ahi tradition, it can also be said that, rather than an understanding that calls for the functioning of the free market, it is dominant of an economic understanding that operates in the normal framework of a certain morality and is controlled and interfering.
