Uluslararası güvenlik ve uluslararası kurumlar, Uluslararası İlişkilerin temel kavramları ve çalışma alanlarıdır. Her iki kavram da birbirinden farklı olmakla birlikte düzenleyici nitelikte olmaları ortak bir özellik olarak dikkat çekmektedir. Uluslararası kurumların incelenmesinde rasyonalist ve sosyolojik olmak üzere iki yaklaşım bulunur. Rasyonalist yaklaşım, uluslararası örgütler ve rejimler gibi biçimsel alanları açıklarken, sosyolojik yaklaşım, bireysel çıkarlardan türetilmeyen kültürel pratiklerin, normların ve değerlerin etkilerine odaklanır. Martin Wright ve Hedley Bull gibi önde gelen bilim adamları, sosyolojik yaklaşım bağlamında uluslararası toplumun gerçek kurumlarının ittifaklar, diplomasi, savaş, güç dengesi ve büyük güç yönetimi olduğunu savunmuşlardır. Uluslararası Güvenlik, çoğunlukla rasyonel bakış açısıyla çalışılan bir olgu olmuştur. Bu çalışmada, uluslararası güvenliğin aynı zamanda normatif bir yönü olduğu ve dolayısıyla uluslararası toplumun kurumları arasında kabul edilebileceği savunulmaktadır. Bu bağlamda uluslararası güvenliğin normatif koruma alanları sosyolojik boyutlarıyla ortaya konulmakta, bu değer ve normların uygulanmasında ve geliştirilmesinde BM’in sorumlu olduğu vurgulanmaktadır
International security and international institutions are the core concepts and fields of work of international relations. Both concepts are different from each other, but they are in regulatory quality as a common feature. In the study of international institutions there are two approaches, rationalist and sociological. While the rationalist approach explains formal fields such as international organizations and regimes, the sociological approach focuses on the effects of cultural practices, norms and values that are not derived from individual interests. Lead scientists such as Martin Wright and Hedley Bull have argued that the real institutions of the international society in the context of the sociological approach are alliances, diplomacy, war, power balance and great power management. International security has been a phenomenon mostly studied from a rational point of view. This study argues that international security is also a normative aspect and therefore can be accepted among the institutions of the international community. In this context, the normative areas of protection of international security are identified by their sociological dimensions, and the United Nations is responsible for the implementation and development of these values and standards.
