Abstract:

In an environment where the only constant thing is change, it is possible for institutions to institutionalize and make their existence sustainable. The concept of institutionalization is a concept that first emerged in family businesses. The life span of family businesses was limited to the lifetime of business owners and businesses could not be transferred to future generations. With the concept of institutionalization on the agenda, businesses operating in the private sector have started to fulfill the requirements of institutionalization in order to survive in an intense competitive environment. Institutionalization has become an important condition for achieving these goals for municipalities where continuity and quality and satisfaction with service are at the forefront. Municipal administrations have also started to give importance to institutionalization in order to satisfy the citizens and to be in office in the next elections. In this context, the subject of the study is to examine the factors that provide institutionalization and institutionalization in a municipality. Within the scope of the study, the institutionalization factors generally accepted in the literature are examined by adapting them to the public system and the scale is developed. The aim of the study is to determine the realization level of institutionalization factors in a municipality that is a public administration through the employees of the institution. Survey method was used in the research. It has been concluded that the municipality has made significant progress towards institutionalization, but lacks human resources, financial management and auditing. Although it is a limitation of the study to examine institutionalization in a single municipality, it is thought that it will contribute to the literature and researchers by providing the opportunity to adapt the developed scale to other public institutions.
