Teknolojik alanda meydana gelen gelişmeler vatandaşlar ile yönetim arasındaki iletişimin yeniden yorumlanmasını sağlamaktadır. Bu gelişmeler vatandaşın bilgiye erişimini ve yönetim sürecini denetlemelerini kolaylaşmaktadır. Bu doğrultuda ülkeler; Avrupa Birliği (AB) gibi örgütler rehberliğinde kurumsal mekanizmalarda karşılaşılan kırtasiyecilik problemini azaltmak, küreselleşmeyle birlikte artan rekabet ortamında ayakta kalabilmek, teknolojik ilerlemelere uyum sağlayabilmek için e- dönüşüm sürecine girmektedir. Örneğin; 2001 yılında yapılan Göteburg Zirvesi’nde içlerinde Slovakya ve Polonya gibi Eski Demir Perde ülkelerinin de bulunduğu Birliğe aday 13 ülke tarafından e- Avrupa+2003 Eylem Planı kabul edilmiştir. Bu ülkeler bilgi toplumunun oluşturulması hususunda çeşitli düzenlemeler hayata geçirmektedir. Bu bağlamda çalışmanın amacı Eski Demir Perde ülkesi olan ve Birliğe dahil olabilmesi için radikal bir demokrasi dönüşümüne tabi tutulan Slovakya ve Polonya’nın e-devlet uygulamalarını incelemek ve Avrupa İstatistik Ofisi (Eurostat)verileri, AB ülke raporları referans alınarak bu uygulamaların başarılarını karşılaştırmalı bir biçimde saptamaktır. Çalışmanın sonucunda şu bulgular elde edilmiştir; Avrupa Birliği’nin kamu yönetiminde bütünleşme politikası Sovyet yönetim geleneğine sahip bu iki ülke de bilgi toplumunun oluşturulmasına ilişkin yürütülen çalışmaların benzerlik göstermesinde etkili olmuştur. Ancak, bu iki ülke Birliğe aynı dönemde dahil olsa da Eurostat verileri doğrultusunda (resmi formları indirme, kamu otoriteleri ile etkileşim ve kamu kurumlarının web sitelerinden bilgi edinme) Polonya’nın göstermiş olduğu performans başarısı gerek Slovakya’nın gerekse AB ülkelerinin ortalamasının altında kalmıştır. Polonya’da e-yönetim anlayışı ekseninde her ne kadar ilerleme kaydedilmiş olsa da bazı hususlarda (e-hizmetlerin bir bütünlük çerçevesinde yürütülmemesi ve düşük kalitede olmasından dolayı yurttaşların e-hizmetleri etkin bir biçimde kullanamaması gibi) eksiklikler görülmektedir.
The technological developments in the field ensure the reinterpretation of the communication between citizens and the government. These developments make it easier for citizens to access information and control the management process. In this direction, countries are entering the process of e-conversion, under the guidance of organizations such as the European Union (EU), to reduce the problem of landscaping in the corporate mechanisms, to stay standing in an increasing competitive environment with globalization, and to be able to adapt to technological advances. For example, at the Summit in Gothenburg in 2001, the E-Europe+2003 Action Plan was adopted by 13 candidates to the Union, including Slovakia and Poland, including the Old Iron Curtain countries. These countries implement various arrangements on the creation of the information society. In this context, the study aims to examine the e-government practices of Slovakia and Poland, which is the Old Iron Curtain country and is subject to a radical democracy transformation in order to join the Union, and to compare the successes of these practices by referring to the European Statistical Office (Eurostat) data, the EU countries reports. The result of the study was the following findings: the integration policy of the European Union in the public administration has been effective in the similarity of the studies conducted on the creation of the information society in both countries with the Soviet administration tradition. However, although these two countries were included in the Union during the same period, according to Eurostat data (downloading official forms, interacting with public authorities and obtaining information from the websites of public institutions) the performance achievements that Poland has shown have remained below the average of Slovakia or the EU countries. Although progress has been made in the e-government understanding axis in Poland, some aspects (such as e-services are not performed in a framework of integrity and citizens are unable to use e-services effectively because they are of low quality) are missing.
