Abstract:

People belonging to the ruling and managed class in the Ottoman district have occasionally encountered some problems in the areas in which they live. People belonging to the governed class would usually appeal to the crash courts where they lived to solve the problems they encounter. Those who did not agree with the judgment given in the court of accidents would appeal to the Supreme Court and the Divan-i Hümayun with the same degree of appeal. For those in the management class, the situation is a bit different. The Ottoman State has gone to court to solve the problem that the timar owners of the public service are experiencing. The complaints to Divan were first recorded in the Munich Book, while in 1649 the complaint was recorded in the State Ahkâm Book, and from 1742 it was recorded in the State Ahkâm Book. In this study, from the complaint records that occurred in the Akçaabat crash between 1742-1800, the social and legal status of those living in the Akçaabat crash was pointed out. According to this, in the Akçaabat accident and in the surrounding public service class members of the management class had more problems than the reya. Between these problems there are timar and tax interventions. Interference in timara is often seen as the interference of timar owners with each other, while in terms of taxes it is seen as the public interference. In the tax and timing interventions, some groups belonged to the class managed together and participated in equality activities. This situation has caused a number of difficulties in the security of the region, while it has also been a significant obstacle in the collection of the income of the timar owners.
