Türkiye’de Silah İthalatının İktisadi Büyüme Üzerine Etkisi

Savunma harcamalarının ülke ekonomilerine katkısının olup olmadığı, varsa bu etkinin yönünün nasıl olduğu hususunda yapılmış bir çok çalışma mevcuttur. Savunma harcamaları içinde en büyük harcama kalemlerinden olan silah ithalatının gelişmekte olan ülkelerin makroekonomik performanslarına olan etkileri uzun süredir tartışılan bir konudur. Bu çalışmanın amacı da gelişmekte olan ülkelerden olan Türkiye’nin ödemeler dengesinde büyük açıklara yol açan silah ithalatının iktisadi büyüme üzerindeki etkilerini saptamaya yöneliktir. Bu amaç doğrultusunda çalışmada Türkiye’ye ye ait 1990-2017 dönemi verilerinden hareketle silah ithalatının iktisadi büyüme üzerindeki etkilerini tespit etmek maksadıyla yapısal kırılmalı Gecikmesi Dağıtılmış Otoregresif Modele (ARDL) dayalı Sınır Testi yapılmıştır. Çalışmanın test sonuçlarında, kısa dönemde Türkiye’de silah ithalatı ile iktisadi büyüme arasında istatistiki olarak anlamlı bir ilişki bulunamamış fakat uzun dönemde silah ithalatının iktisadi büyümeyi negatif yönde etkilediği tespit edilmiştir.

The impact of weapons imports on economic growth in Turkey

Abstract:

There are many studies on whether the defence spending has contributed to the country’s economies, and if there is, how the direction of this effect is made. The impact of weapons imports, which is one of the biggest money in defense spending, on the macroeconomic performance of developing countries, has been a long-debated topic. The aim of this study is also to identify the effects of weapons imports from developing countries, which lead to big clarifications in the payment balance of Turkey, on economic growth. In accordance with this goal, the study was conducted on the basis of the Distributed Otoregressive Model (ARDL) for the purpose of identifying the effects of weapons imports on economic growth by moving from the data of the 1990-2017 period to Turkey. The study found that there was no statistically meaningful relationship between weapons imports and economic growth in Turkey in a short period of time, but that weapons imports in a long period of time affected economic growth in a negative direction.

The effects of arms imports, which is the major defense spending item, on the macroeconomic performances of developing countries is a long-debated issue. Therefore, this study aims to determine the impact of arms imports on economic growth, which lead to large deficits in the balance of payments of Turkey. Among the defense spending items, the arms imports have the greatest impact potential on the economies of countries. For this purpose, Bounds Testing based on the structural break Autoregressive Distributed Lag Model (ARDL) was performed to determine the impact of the arms import on economic growth, using the 1990-2017 period data of Turkey. According to the test results of the study, no statistically significant correlation was found between the arms imports in Turkey and economic growth in the short run, but it was found that the arms imports have a negative impact on the economic growth in the long run.
