Osmanlı Devleti’nde teftiş, modernleşmenin bir ürünü olarak Tanzimat döneminde ortaya çıkmıştır. Mülkiye müfettişliği ise 1896 yılında Rumeli Islahatları kapsamında sadece Rumeli’de uygulanmış, ancak 1902 yılında bu uygulamadan vazgeçilmiştir. II. Meşrutiyet ile birlikte mülkiye müfettişliği yeniden ihya edilmiş ve kapsamı genişletilerek Rumeli ile birlikte Anadolu’ya da müfettişler gönderilmiştir. Bu dönemde ikisi gayrimüslim olmak üzere atanan dört mülkiye müfettişinden biri olan Haydar Bey, 1909-1913 yılları arasında yaklaşık dört yıl Anadolu ve Rumeli’de görev yapmıştır. Kendisi de bir Rumelili olan ve bu sebeple bölge dillerinin neredeyse tamamını bilen Haydar Bey’e Rumeli’de bu özelliği nedeniyle çok kritik vazifeler verilmiştir. Haydar Bey, Balkan Savaşları’nın hemen öncesinde kendisine verilen bu önemli vazifelerin üstesinden başarıyla gelmiştir. Bu makalede, başta Osmanlı arşiv belgeleri olmak üzere dönemin basını ve araştırma-inceleme eserlerle Haydar Bey’in Rumeli’de aldığı görevlerin ele alınması hedeflenmiştir.

Abstract:

Inspection in the Ottoman Empire emerged as a product of modernization during the Tanzimat era. Civil inspectorship, on the other hand, was implemented only in Rumelia within the scope of Rumelia Reforms in 1896 but was abandoned in 1902. With the Second Constitutional era, civil inspectorship was recreated and its scope was expanded and inspectors were sent to Anatolia together with Rumelia. As one of the four civil inspectors appointed during this period, two of whom were non-Muslims, Haydar Beg worked in Anatolia and Rumelia for about four years between 1909-1913. As he was originally a Rumelian and therefore knew almost all the languages of the region, he was given very critical duties in Rumelia. Just before the Balkan Wars, Haydar Beg successfully overcame all important duties given to him. In this article, it is aimed to analyse the role of Haydar Beg in Rumelia through the Ottoman archival documents, contemporary newspapers, and journals and related literature.
