Merkezi Yönetim, Yerel Yönetimler ve Koronavirüs (COVID-19) Salgını

Bütün devletler, kamu hizmetlerini sunabilmek için merkezden yönetim ve yerinden yönetim ilkelerine göre kamu yönetimlerini, merkezi yönetim ve yerel yönetimler şeklinde örgütlemiştir. Bütün kamusal hizmetlerin merkezi yönetim tarafından üstlenilmesi, gecikmelere ve kaynak israfına neden olurken, bütün hizmetlerin yerel yönetimler tarafından sunulmasında ise bölgeler arasında adaletsizlikler ortaya çıkabilecektir. Bu bağlamda devletlerin, merkezi yönetim ve yerel yönetimler şeklinde örgütlenmelerinin önemli bir nedeni, her iki yönetim türünün de bazı yararları ve sakıncaları barındırıyor olmasıdır. Olağan dönemlerde hangi hizmeti kimin üretip sunacağı başta anayasa olmak üzere kanunlar ve diğer normatif düzenleyici işlemlerle belirlenmiştir. Fakat bütün dünyayı etkisi altına alan koronavirüs (COVID-19) salgını gibi olağanüstü dönemlerde, vatandaşlara hizmetlerin hızlı, verimli ve etkin bir şekilde sunulması daha büyük bir önem arz etmektedir. Bu çalışmanın amacı, koronavirüs (COVID-19) salgınıyla mücadelede merkezi yönetim ve yerel yönetimlerin hizmet sunumundaki üstün yönlerinin ortaya çıkarılarak, salgının etkilerini azaltmak adına bu yönetim türlerinin hangi hizmetlere odaklanması gerektiğine ilişkin öneriler getirmektir. Çalışmada öncelikle merkezden yönetim, yerinden yönetim, merkezi yönetim ve yerel yönetim kavramları özellikleri, yararları ve sakıncaları bağlamında ele alınmıştır. Daha sonra bütün dünyayı etkisi altına alan koronavirüs (COVID-19) salgınına ilişkin açıklamalara yer verilmiştir. Çalışmanın son bölümünde ise merkezi yönetim ve yerel yönetimlerin yararlarının salgınla mücadelede nasıl koordine edileceğine ilişkin öneriler sunulmuştur.

All states have organized their public governments in the form of central governments and local governments in accordance with the principles of central administration and local administration in order to provide public services. All public services undertaken by the central administration will result in delays and waste of resources, while all services provided by local governments will cause unfairness between the regions. In this context, an important reason why states are organized in the form of central governments and local governments is that both types of governments have some advantages and disadvantages. In the ordinary period, which service will be produced and offered is determined by the laws and other regulatory procedures, including the Constitution. But in extraordinary periods, such as the coronavirus (COVID-19) epidemic that affects the whole world, it is more important to provide services to citizens in a fast, efficient and effective way. The aim of this study is to identify the superior aspects of the service provision of the central and local governments in the fight against the coronavirus (COVID-19) epidemic, and to bring suggestions on which services these types of management should be focused to reduce the effects of the epidemic. The study first addressed the concepts of central management, local management, central management and local management in the context of the characteristics, benefits and disadvantages. It was later revealed the epidemic of the coronavirus (COVID-19) that affected the entire world. In the last part of the study, it was presented suggestions on how the benefits of the central government and local governments should be coordinated in the fight against the epidemic.

While the fact that all public services are undertaken by the central government causes delays and waste of resources, if all of the services offered by local governments across regions may arise serious injustices. In this context, an important reason why states are organized in the form of central government and local governments is that both types of administration have some advantages and disadvantages. In the ordinary periods, who will produce and offer which public service is determined primarily by the constitution, laws and other regulatory administrative acts. However, in extraordinary periods such as the coronavirus (COVID-19) pandemic that affects the whole world, it is more important to provide public services to citizens quickly, efficiently and effectively. The aim of this study is to explain the advantageous aspects of central government and local governments in service delivery to tackle coronavirus (COVID-19) pandemic, and to commit suggestions on which services central and local government should focus on in order to reduce the effects of the outbreak. In the study, first of all, the concepts of centralization, decentralization, central government and local government are discussed in terms of their features, advantages and disadvantages. Later, the explanations about the coronavirus (COVID-19) pandemic that affected the whole world are given. In the last part of the study, suggestions on how to coordinate the advantages of central government and local governments to tackle the epidemic are presented.
