Vergi karmaşıklığı, verginin en önemli aktörleri olan idare ve mükellefe maliyet yüklemekte, vergiye gönüllü uyumu azaltabilmekte, vergi yönetimini etkinsizleştirebilmekte ve vergi sisteminde adaletsizlik algısı oluşturmaktadır. Bu çalışmanın amacı, Trabzon’da vergi dairesi personelinin ve mükelleflerin vergi karmaşıklığı algısını belirleyerek vergi karmaşıklığı sorununa çözüm önerileri getirmektir. Bu nedenle, Trabzon’da vergi dairesi personeli ve mükelleflere yüz yüze anket yöntemi ile alan araştırması gerçekleştirilmiştir. Anketlerin bulgularının değerlendirilmesi IBM SPSS V23 programı ile yapılmıştır. Çalışmanın bulgularına göre, Trabzon’da vergi dairesi personeli ve mükellefin vergi karmaşıklığı algısı yüksektir. Ayrıca, mükellefin demografik özelliklerine göre vergi karmaşıklığı hakkındaki düşünceleri karşılaştırıldığında ticari kazanç sahibi mükelleflerin ücret ve serbest meslek kazancı elde eden mükelleflere göre vergi karmaşıklığı algısının daha yüksek olduğu belirlenmiştir. Ayrıca, 51-60 yaş grubundaki mükelleflerin diğer tüm yaş gruplarındaki mükelleflere göre vergi karmaşıklığı algısının daha yüksek olduğu bulgusuna erişilmiştir.
Tax complexity burns costs to the administration and the taxpayer, which are the most important actors of the tax, can reduce tax voluntary conformity, can disimplify tax management, and creates an injusticacy perception in the tax system. The objective of this study is to bring solutions to the problem of tax complexity by determining the perception of tax complexity of the staff of the tax office and the contractors in Trabzon. Therefore, the field research was carried out in Trabzon with the face-to-face survey method to the tax office staff and customers. The results of the survey were evaluated using the IBM SPSS V23 program. According to the findings of the study, the perception of the tax complexity of the tax office staff and the client in Trabzon is high. Furthermore, compared with the demographic characteristics of the contractor’s views on tax complexity, it has been determined that the contractors with commercial profits have a higher perception of tax complexity than the contractors with wages and freelance profits. In addition, it has been found that contractors in the age group of 51-60 have a higher perception of tax complexity than contractors in all other age groups.
