Abstract:

The unprecedented rapid aging of the world’s population and the increase in chronic diseases increase the number of people with disabilities day by day. For this reason, the removal of the barriers to the participation of disabled people in social life and revealing their potential is important for their social integration. For this reason, disabled people have become the focus of social policies in terms of eliminating the economic, social and health problems they have experienced as never before in the past and their rights are tried to be secured by both international and national regulations. Within this framework, undoubtedly, international organizations such as the United Nations (UN), the Council of Europe, the European Union (EU), the International Labor Organization (ILO) and the World Medical Association have made regulations on social life, health, social security, education, employment, accessibility, care and rehabilitation and financial facilities for the disabled. It is seen that the rights, powers and protections of disabled people, which are formed within the framework of international principles and standards, are widely recognized when the Turkish legislation for disabled people is examined. However, both international and national regulations on the rights of persons with disabilities are scattered. The aim of this study is to bring together the scattered legislation for the disabled and to evaluate them collectively in terms of issues, to create public awareness and consciousness by making the necessary obligations for the protection of the rights of persons with disabilities more apparent. In this study, rights of persons with disabilities with rights and practices based on these rights have been examined in detail in the context of national legal basis and practices.
