Abstract:

It is a known fact that projects that are not completed on time cause economic and psychological damage. In the Suruç Plain Irrigation Project prepared within the scope of the GAP, it took many years for the water to meet the plain. In this study, it was aimed to reveal how the Suruç Plain Irrigation Project was evaluated by the farmers before the plain started to be irrigated, and especially suggestions for social problems were developed. Although irrigation is an important production-increasing factor on its own, it should not be expected to cause any structural change in agriculture. Irrigation can only realize the structural change foreseen with the measures to be taken in a wide area from soil control to organization. Irrigation projects can cause sudden and large changes in the area where the water will be supplied. For this reason, in order to achieve the expected increase in income from the projects, all institutions and organizations, especially producers, must be ready for the new conditions that occur as a result of these sudden changes. In particular, the lack of work on social issues may affect the success of the projects to be made. The increase in the social studies conducted in the region not only in quantitative terms but also in terms of quality may be a pioneering light for each new project to be prepared.
