Osmanlı gümrük idaresi Rüsûmât Emaneti, 1900’lü yılların başında Anadolu ve Rumeli’de bulunan kara ve sahil sınırlarındaki gümrük kapılarında kadın kolcu istihdam etmeye karar vermişti. Gümrük kolculuğu, Osmanlı kadınları için kadın hapishanelerinde kolcu olarak istihdam edilmelerinden sonraki ikinci kolculuk deneyimi idi. Fakat kadın kolcu istihdamı, Osmanlı gümrük idareleri için yeni bir deneyim ama aynı zamanda mecburiyetti. Çünkü sahil ve sınır gümrüklerinden giriş yapan kadın yolcuların silah, patlayıcı madde ve siyasi içerikli yazılı ve basılı her türlü belge ile ülkeye getirilmesi veya çıkarılması izne tabi olan şeyleri kaçırdıkları tespit edilmişti. Aslında Osmanlı İmparatorluğu’nda kaçakçılık çok eski dönemlerden beri yapılmaktaydı. Ancak, kadınların kaçakçılık yapması yaygın olarak 19. yüzyılların sonlarından itibaren görüldü. Bu kaçakçılığın temelinde ekonomik ve siyasal koşullar etkili olmakla birlikte kadınların bu işi yapması ya da kullanılmasındaki başlıca neden, Osmanlı gümrük kapılarındaki erkek görevlilerin kadın yolcuları kontrol etmesinin yasak olmasıydı. Bu nedenle Osmanlı gümrük idaresi kadın kolcular istihdam ederek kadın kaçakçıları önlemek istedi. Bu istihdam aynı zamanda ülkenin gümrük gelirleri ve güvenliğini sağlayacak önemli bir tedbirdi. Ayrıca bu istihdam ile birlikte Osmanlı kadınları bir yandan iş imkanına kavuşurken diğer yandan gümrük kolculuğu görevi ile ülkenin ekonomik ve siyasi çıkarlarını korumuş oldular. Bu makale, Osmanlı gümrüklerinde 1900’lü yılların başında kadın kolcu istihdamı ve bu istihdamı gerektiren olay ve koşulları incelemek amacıyla hazırlanmıştır. Makalede kadın kolcuların Anadolu ve Rumeli’de görevlendirildikleri gümrük kapılarının özelliği ve tespit edilen kaçakçılık olayları ve kolcuların kaçakçılığı önlemedeki katkısı da ayrıca incelenecektir.
The Ottoman Customs Administration, Rüsûmât Emaneti, decided to employ women's collar at the customs doors at the land and coastal borders located in Anatolia and Rumeli in the early 1900s. Customs collary was the second collary experience for Ottoman women after they were employed as collary in women's prisons. But women's coat employment was a new experience for the Ottoman customs authorities but was also compulsory. For women passengers entering the coastal and border customs were found to have missed the items that are subject to the permission of bringing or expelling to the country with any kind of written and printed documents with weapons, explosive materials and political content. In fact, the Ottoman Empire has been trafficking since a very ancient period. However, women’s trafficking has been widely seen since the late 19th century. While economic and political conditions were effective on the basis of this trafficking, the main reason for women to do or use this job was the prohibition for male officials at the Ottoman customs doors to control women’s passengers. This is why the Ottoman Customs Administration wanted to prevent women fraudsters by employing women's collars. This employment was also an important measure to ensure the country’s customs income and security. In addition, with this employment, the Ottoman women, on the one hand, got the opportunity to work, while on the other hand, they protected the country’s economic and political interests with the duty of the customs authority. This article was prepared in the Ottoman Customs in the early 1900s with the aim of studying the women's coal employment and the events and conditions that require this employment. The article will also examine the characteristics of the customs doors to which women's collars were assigned in Anadolu and Rumeli and the detected trafficking incidents and the contribution of women's collars to the prevention of trafficking.
