Anavatan Partisi (ANAP) 1983 ila 1991 yılları arasında tek başına hükümeti kurabilme başarısını yakalamış, hem kendisi hem de toplum ve askerler tarafından iktisadi ve siyasi hayatın istikrara kavuşturulması, demokratikleşme ve modernleşme gibi misyonları edinmiş olması itibariyle Türk siyasal hayatı literatüründe önemli bir yer teşkil eden bir siyasal örgütlenmedir. Literatürde ANAP’ın tam anlamıyla demokrasi anlayışını kategorilendiren pek fazla çalışma bulunmamakla birlikte, çoğunlukla ANAP ve demokrasi demokrasinin konsolidasyonu bağlamında tartışılmıştır. Bu nedenle çalışmanın amacı demokrasi kuramlarından ilham alarak iki iktidar döneminde ANAP’ın demokrasi anlayışını değerlendirmektir. Bu amaçla çalışmada öncelikle ANAP’ın bir siyasal örgüt olarak nasıl göründüğünü inceleyen çalışmalar aktarılmış ardından partinin programı, seçim beyannameleri, seçim kampanyaları, hükümet programları ve yasama faaliyetleri bir içerik analizi yöntemiyle incelenmiştir. Bununla birlikte Turgut Özal’ın ANAP içerisinde nasıl bir konum edindiği ve söylemleri de demokrasi anlayışının göstergeleri olarak çalışmanın kapsamına dahil edilmiştir. Çalışmanın sonunda, ANAP’ın örgütsel olarak ve ilk iktidar döneminde liberal, seçkinci ve ekonomik demokrasi anlayışlarını ikinci iktidar döneminde ise oldukça zayıf da olsa bu anlayışlara katılımcı demokrasi “tema”larının eşlik ettiği görülmüştür.
The Patriot Party (ANAP) is a political organization that has captured the success of establishing a government alone between 1983 and 1991 and has acquired its mission as well as the economic and political life stabilization, democratization and modernization by the society and the soldiers, which is an important place in the Turkish political life literature. Although there are not many studies in literature that categorize the concept of democracy of ANAP literally, mostly ANAP and democracy are discussed in the context of the consolidation of democracy. Therefore, the aim of the study is to evaluate the understanding of democracy of the ANAP in the two periods of power, inspired by the theories of democracy. For this purpose, studies were first transmitted to the study of how ANAP looks as a political organization and then the program of the party, election statements, election campaigns, government programs and legislative activities were examined by a method of content analysis. However, Turgut Özal’s position in the ANAP and his speeches have been included in the scope of the work as indicators of democracy. At the end of the study, ANAP’s concepts of liberal, selective and economic democracy were organized and accompanied by participating “themes” of democracy in the first term of power, while in the second term of power they were very weak.
The Motherland Party (MP) which succeeded in forming the government on its own as a ruling party between 1983 and 1991 is a significant political organisation in the literature of Turkish Political Life since it has given tasks such as stabilising economic and political life, democratisation and modernisation by the society and the army. In this literature, even though there are not many studies that categorise the MP’s concept of democracy as a whole, democracy and the MP are often discussed in the context of democratic consolidation. Therefore, the purpose of the study is to evaluate the MP’s concept of democracy in two periods of power, in the light of the theories of democracy. To this end, the studies examining how the MP occurs as a political organization were cited, and the party programme, election manifestos, electoral campaigns, government programmes and legislative activities were examined through the method of content analysis. In addition to this, the position and discourses of Turgut Ozal in the MP are included in the scope of the study as indicators of the conception of democracy. At the end of the work, it is seen that the MP as an organisation and in the first period of power indicates liberal, elitist and economic democracy concepts, and in the second period of power these democracy concepts were accompanied by participatory democracy “themes”, even they are came exist with quite unclear tunes.
