Özet: Kafkasya'da bir haftadan beri Azerbaycan ve Ermenistan ve Gürcüler arasında muharebe başlamıştır. Vaziyet bizim için gayet mühimdir. Şimdiye kadar Kafkasya'da sükût etmiş olan İngiliz nüfuzu tekrar tesirini göstermiş ve evvela Kafkasya'da bulunan, Rusya Sovyetleriyle düşman olan hükümetler arasında yeni yeni tesirler ortaya çıkmaya başlamıştır. Mütareke imzalandığı sırada bizim ordumuz Kars, Ardahan ve mütarekenin bir maddesi gereğince buraları biz tahliyeyi taahhüt etmiştik. Bu tetkikatımızı nazarı dikkate almaksızın ordumuzun çekilmesini talep ve icbar ettiler. Burada ordumuz çekildikten sonra Kars'ı Ermenilere, Ardahan'ın bir kısmını Gürcülere bir kısmını Ermenilere teslim ettiler. İngilizlerin takip etmek istedikleri siyaset bizim etrafımızda bir düşman çemberi tesis etmek ve hayatı millîyemizi boğmaktan ibaret idi. Bunu şimalden cenuba doğru belirtmek mümkündür.. Gürcü Hükümeti, Ermeni Hükümeti Nesturilerden yapacakları Hıristiyan bir hükümet, Musul'da İngiliz Hükümeti, Suriye şimalinde ve Adana'da Fransız Hükümeti, Antalya'da İtalya Hükümeti, Marmara ve sahillerinde beynelmilel bir hükümet, bir de şimalde Pontus hükümeti. Biz bu çemberin bir kısmını imha ettik. Fakat İngilizler tekrar bunu ikbal etmek ve İslamların Bolşevikler aleyhinde Balkanlarda zuhura gelen âdemi emniyet ve husumetlerimi daha ziyade körükleyerek İslâmları dahi Rusların aleyhine kullanmak ve Hıristiyanları dahi Rusların ve bizim aleyhimize kullanmak şartıyla orada bir Kafkas konfederasyonu teşkil emelinde uğraşmaya başlamışlardır. Buna karşı bir takım tedbirler alınmaya çalışılmıştır. Türkiye Büyük Millet Meclisi Hükümeti bugünkü şeraite göre Misakı Millîye muhalif bir sulhu kabul ve imza edemez. Bunda mahzurlar vardır. Çünkü böyle ufak bir mesele için değil; istiklâlimizi temin ve müdafaa için Londra'ya giden murahhaslarımızın elindeki düstur da Misakı Millîdir. Bundan sarfınazar edemeyiz dedik. Onlar da bütün cihana karşı bunu müdafaa edeceklerdir. Binaenaleyh diğer taraftan Gürcülerle sulh yapmak isterken bundan fedakârlık yapmak olmaz. Sonra o düstur duçarı zaaf olur. Şimdi bizim, Gürcü sefareti vasıtasıyla Gürcistan Hükümetine tebliğ ettiğimiz şifahî bir nota ki bugünden Ardahan livasını ve Artvin kazasını ihtiva eder. Buraları bize iade ve teslim edecekler. Diğer taraftan Batum limanı ve şehri için ahalisinin reyine müracaatla vaziyeti tespit olunacaktır.. Yani orada da Misakı Millînin emrettiği kaydı ifade ediyoruz.
