Abstract:

The public choice theory, which is the main study object of this study, analyzes the political decision-making process by using the tools and methods developed by the economic theory to analyze the exchange process. In theory, the market process is replaced by political decision making, and actors in the market are replaced by voters, bureaucrats, politicians and pressure groups who are actors of the political process. With this aspect, the theory is located at the intersection of political science, law and economy. In this study, it is aimed to reveal the effect of public choice theory on individual / group and organizational factors that affect decision making process. First of all, the approaches of voters and bureau-crats, who are the main actors of the political decision-making process, were evaluated within the scope of individual factors affecting the decision-making process. Secondly, the relation between organizational factors and public choice, which are effective in the decision-making process, has been revealed. In this study, firstly, public preference theory has been handled from a conceptual point of view. Then, the emergence of the theory, its historical process and its basic principles are examined with an emphasis on the main issues related to decision making, which is the focus of the study. In the last part of the study, the decision-making process in administration and the effect of public choice on this process were evaluated through individual and organizational factors.
