Abstract:

Tourism sector has gained weight in Turkey's economy since the 1990s and, in last decades, begun to be decisive in the economic indicators such as foreign trade deficit and employment especially in times of crisis. However, it is a fact that the positive quantitative increase in the employment dimension is achieved at the expense of serious employment problems and social rights violations in qualitative terms. All the possible employment issues which can be seen in an employment relationship are observed in tourism sector of Turkey. The fact that these problems have existed for many years along with the inception of the mass and seasonal tourism model and that they have been accepted by official institutions for many years and cannot be solved despite the proposals for solutions, show that the problems are structural in nature. For this reason, the solution of the problems depends on understanding the structural problems and the implementation of more fundamental structural strategies instead of purely administrative practices and policies. When the relevant literature is examined, it is seen that the solution of employment problems in the sector depends on transforming the low value-added and cost-oriented business model of the sector and the formation of a realistic government strategy for the position of the sector in the national economy and international competition scale.
