Abstract:

Elazığ has been one of the few cities, which have different wealth, with historical, geographical location, culture, art, musical harmony in Anatolian History. According to the point of view of Anatolian people in general, Elazığ can be said to be the only city which has the property of being western according to the East and being eastern according to the West. In the Otoman Empire period, Harput was one of the rare settlements which became both province and sanjak from period to period. During the Ottoman Empire Period, Harput, which succeeded to combine the cities which have different cultural features such as current Adıyaman, Malatya, Tunceli and Bingöl, was influenced by these cultures and influenced them, too. These settlements, which have different sects, accents and cultures, under the sanjak of Harput was tried to be administered in unity by administrators of that period. With republic, the places montined have seperated from Elazığ and each one has become a province and they have built the dynamics of Anatolia. With Harput board of governors’ members’ proposal and Hacı Ahmet Đzzet Paşa’s signet and the approval of sadaret authority, the name Harput became “Mamurat-ul Aziz” in 1886 which was Sultan Abdulaziz’s fifty year of ascending the throne, but due to the fact that it was difficult to be pronounced. It was called “Elaziz” among people/public. During Atatürk’s visit to Elazığ in 1937, the name “Elazığ” meaning “Rations Province” was given and later this name turned to “Elaziğ”. In this study, the developments in the civil service of Elazığ have been searched from the military political and administrative points of view. In Gazi Mustafa Kemal Atatürk’s era, founder of our Republic, the fact that who the mayors, governors and the members of Turkish Grand National Assembly that repressed the public were between which years they worked and the short biography of the ones that worked long years have been given. In addition, the contributions that they made to Elazığ have been presented. In this study, Among these political people, that represented Elazığ, the ones that had no development and efficacy, have been shown only in the sequencing. Thanks to this, the difference between the working and non-working executives have been come out. In the study, republic archieve documant of Prime Ministry, local newspaper in those times, Assembly Newspaper, printed sources and articles have been used as sources.
