In the last two centuries, natural resources have been consumed in an uncontrolled way in the world due to the production and consumption accelerated by the industrial revolution. Especially since the late 1980s, many attempts have been made at the local and global scales for the sustainable use of the world's resources. Despite these attempts, however, when the United Nations sustainable development reports of the last quarter of a century were analyzed, it was revealed that an effective result could not be obtained. For this reason, the aim of this study was to reveal the principles of an index model required for an effective sustainable urbanization in urban planning. Within the scope of the study, an in-depth literature research on sustainable urbanization was carried out. Furthermore, successful sustainable city initiatives at the global scale were examined. Global deficiencies in sustainable urbanization policies have been identified through the Gap Analysis method. By combining these findings with the findings of the literature, a comprehensive index model has been created that can assess sustainable urbanization initiatives especially for local governments. The index created has been tested in the context of the urbanization initiatives of Istanbul local governments in recent years.
