Biyolojik terör, kasıtlı olarak hayvanlarda veya insanlarda hastalık veya ölüm geliştirmek için bulaşıcı maddeler kullanmaktır. Biyolojik savaş, biyoterörizm ve pandemilere karşı bir savunma olarak biyogüvenlik, ulusal ve uluslararası güvenlik gündemlerinde yeterince vurgulanmamıştır. COVID-19 salgınının ortaya çıkışı dünyayı bir salgının yıkıcı potansiyeline karşı uyandırmış ve biyolojik savaşın nasıl görüneceğine dair canlı bir tablo çizmiştir. COVID-19'un neden olduğu küresel pandemi, terör örgütlerinin de dikkatini çekmiştir. Terör örgütleri, modern sanayi uluslarıyla aynı altyapı ve bilimsel yeteneklere sahip olma eğilimindedir ve bu da potansiyel olarak biyokimyasal cephanelikler geliştirmelerine izin vermiştir. Biyolojik silah programları için altyapı gereklilikleri, nükleer bir cephaneden nispeten daha ucuz ve çok yönlü olmasıyla daha da kolaylaşmıştır. Çalışmada teröristlerin virüsleri biyolojik silah olarak olası kullanımının doğal ve yapay tehdit endişesi tartışılmıştır.
Biological terror is intentionally using infectious substances to develop disease or death in animals or in humans. As a defense against biological war, bioterrorism and pandemics, it has not been sufficiently emphasized in the agenda of biosecurity, national and international security. The emergence of the COVID-19 epidemic has awakened the world against the devastating potential of a epidemic and has drawn a living picture of how the biological war will look. The global pandemic caused by COVID-19 has also attracted the attention of terrorist organizations. Terrorist organizations tend to have the same infrastructure and scientific abilities as modern industrial nations, and this has potentially allowed them to develop biochemical weapons. The infrastructure requirements for biological weapons programs have become even easier as it is relatively cheaper and more diverse than a nuclear weapon. With easy-to-access and simple technologies, the ability to invest in a underground bio-weapon program is widespread. The threat of bioterrorism requires the countries to proactively work together and develop joint strategies to prevent the next deliberate, even unintentional epidemic. The COVID-19 epidemic has shown how unprotected the modern society is against viral infections and the potential for breakdown. The global coronavirus epidemic has shown that it could increase the use of biological weapons by terrorists in the future. The COVID-19 epidemic has proved the world is immune against natural and human-made biological threats. The study discussed the natural and artificial threat of terrorists’ potential use of viruses as biological weapons.
