Ermeni meselesi, ondokuzuncu yüzyılın ikinci yarısından itibaren OsmanlI Devleti’nin parçalanmasından veya zaafa düşmesinden menfaati olan Rusya, İngiltere ve Fransa tarafından uluslararası gündeme sokulmuştur. Çar Petro zamanından itibaren sıcak denizlere inmeyi amaçlayan Ruslar, doğu Anadolu'da Ermenileri kendi tarafına çekerek onların vasıtasıyla nüfuzlarını Akdeniz'e kadar uzatmayı hesap etmişlerdi. 1877-78 harbinde ağır bir yenilgi alan Osmanlı Devleti’nin Rusya karşısındaki zayıflığını fırsat bilen Ermeniler Rusya'dan himaye istemiştir. Nitekim Ayestafanos anlaşması ve müteakiben 1878'de gerçekleştirilen Berlin Kongresinde Ermeniler ilk kez uluslararası gündeme girmiştir.
