Toplumsal gelişme, ekonomi, siyaset, kültür, hukuk, sağlık ve eğitim gibi birçok alanı içinde barındıran, çok boyutlu ve ileriye doğru değişimi ifade eden kavramdır. Bir ülkenin gelişmişlik düzeyini saptamada sadece ekonomik ilerlemelere ve nicel göstergelere bakmak yeterli değildir. Bu saptama sürecinde ekonomik gelişmeler kadar, sosyo-kültürel göstergeler de önem taşır. Bu bağlamda, toplumsal gelişme ve kalkınmanın en temel unsurlarını; ekonomik büyüme, modernleşme, demokrasi, hukukun üstünlüğü, sosyo-kültürel gelişme ve eğitim düzeyi olarak saymak mümkündür. Toplumsal kalkınma ve gelişmenin temel unsurlarından olan kültür ve sanat olgusu, sosyal devletin öncelikli olarak ele alması gereken sosyal politika alanlarındandır. Kültür ve sanat politikaları, devletin öncülüğünde planlı ve programlı bir şekilde hazırlanır ve uygulanır. Kültür politikalarının uygulanmasında ve kamuoyunun ilgisinin ve katılımının sağlanmasında iletişimin önemli bir rolü bulunmaktadır. Gündelik yaşam döngüsünün içerisinde bireyler her ne kadar duygusal rahatlama sağlayan günübirlik uğraşlara ve tüketim nesnelerine yönelse de sanat, birey için bir arınma alanı olma özelliği taşımaktadır. Toplumda yaşayan bireylerin yaşadığı toplumun değerlerinin farkında olması ve değişimleri benimsemesi ancak sürdürülebilir eğitim, kültür ve sanat politikaları ile mümkün olabilmektedir. Diğer yandan topluma sanatı ve kültürü ticari birer meta olarak yansıtmayan iletilerin aktarılmasında medya önemli bir işleve sahiptir. Devletler tarafından toplumun her kesiminden insanı sanatsal ve kültürel üretim faaliyetleriyle buluşturacak nitelikte, yaygın, yenilikçi vizyonlara sahip ve sürdürülebilir kültür sanat politikaları oluşturulmalı ve bu politikalar medya kanalıyla topluma iletilmelidir. Ayrıca sanatsal üretim faaliyetlerinin çoğalması ve çeşitlenmesi için tüm yaratıcı alanlardan sanatçıların ulusal ve uluslararası yaratıcı etkinliklere katılımını ve üretimini motive edecek teşvik mekanizmaları oluşturulmalıdır. Toplumsal gelişmede kültür sanat politikalarının ve sanat iletişiminin rolünü irdeleyen bu çalışmada, kültür ve sanat politikalarının, sosyal adalet ve eşitlik gibi toplumun ortak paydasını oluşturan değerler dikkate alınarak oluşturulması ve bu politikaların toplumun görüş ve denetimine açık olması gerektiğine vurgu yapılmaktadır. Özetle kültür sanat politikaları, çağdaş, demokratik ve planlı bir değişimin yolunu açmalı, medya da bu sürecin etkin bir paydaşı olmalıdır.
Social development, economics, politics, culture, law, health and education is a multi-dimensional and forward-looking change. In determining a country’s level of development, it is not enough to just look at economic progress and quantitative indicators. In this process of determination, as well as economic developments, socio-cultural indicators are important. In this context, it is possible to consider the most fundamental elements of social development and development as economic growth, modernization, democracy, rule of law, socio-cultural development and education level. The cultural and art phenomenon, which is the fundamental elements of social development and development, is one of the areas of social policy that the social state must first address. Cultural and art policies are prepared and implemented in a planned and programmed manner under the leadership of the state. Communication plays an important role in the implementation of cultural policies and in ensuring the interest and participation of the public. Within the daily life cycle, individuals, although they are oriented towards day-to-day activities and consumption objects that provide emotional relaxation, art has the characteristic of being a cleansing area for the individual. Individuals living in society can be aware of the values of the society in which they live and accept changes only through sustainable education, culture and art policies. On the other hand, the media plays an important role in the transmission of messages that do not reflect art and culture to society as a commercial object. The States must establish broad, innovative and sustainable cultural art policies, as they meet people from every part of society with art and cultural production activities, and these policies must be transmitted to society through the media channel. It is also necessary to create mechanisms to encourage the participation and production of artists from all creative fields in national and international creative activities in order to multiply and diversify the art production activities. This study, which focuses on the role of cultural art policies and art communication in social development, emphasizes that cultural and art policies should be created taking into account the values that make up the common share of society, such as social justice and equality, and that these policies should be open to the opinion and control of society. In short, cultural art policies must open the way to a contemporary, democratic and planned change, and the media must be an effective participant in this process.
