Son yıllarda şehirlerde iklim değişikliğine bağlı olarak aşırı hava hareketlerinin şiddeti ve görülme sıklığı artarak sel, heyelan, ısı dal-gaları ve kuraklık, şiddetli fırtına ve hortum, ani ve yoğun yağışlar şehirlerin yaşanabilirliğini olumsuz yönde etkilemektedir. Küresel ölçekte ilk adımlar 1992 yılında Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi’nin BMİDÇS kabulüyle başlamış olup 1997 yılında hazırlanan Kyoto Protokolü ve 2015 yılında imzalanan Paris Anlaşmasıyla uluslararası çabalar devam etmiştir. Bu anlaşmalar kapsamında ülkelere görev ve sorumluluklar verilmekle birlikte, yerelde iklim değişikliğiyle mücadele ve uyum eylemlerinde rehber-lik ve yönlendirmeye yer verilmemesi önemli bir eksiklik olarak görülebilir. Bununla birlikte 20 yılda bir yapılan ve son olarak 2016 yılında gerçekleştirilen HABİTAT-3’te “Kito Bildirisi” altında ilk defa Yerel İklim Değişikliği Eylem Planları YİDEP için ülkeler taahhütte bulunmuştur. Buna göre, ülkelerin YİDEP hazırlama ve uygulama gerekliliği ortaya çıkmıştır. Bu çalışmanın amacı Türkiye’de Yİ-DEP’lerin etkin bir şekilde hazırlanması, uygulanması ve izlenmesi için mevzuat ve politika alanlarında öneriler geliştirmektir. Çalışma kapsamında konuyla ilgili olarak uluslararası anlaşmalar, belgeler ve raporlar esas alınarak ulusal ölçekte başta birincil mevzuat değişik-likleri olmak üzere ilgili politika dokümanlarının mevcut durum değerlendirmesi yapılmıştır. Ayrıca iklim değişikliğine uyum için sektörel ve yerel öncelikler göz önünde bulundurularak öneriler geliştirilmiştir. Bu çalışmayla küresel iklim değişikliğiyle mücadele-de kendi ulusal şartlarına göre katkı sağlayan Türkiye’nin; ulusal bildirimleri, seragazı emisyon envanteri ve iklim değişikliği strateji planlarını YİDEP aracılıyla güçlendirilebileceği tespit edilmiştir. Ça-lışmada Çevre ve Şehircilik Bakanlığı, büyükşehir belediyeleri, bele-diyeler ve il özel idarelerinin YİDEP hazırlayabilmesi için gerekli hukuki düzenleme önerilerinde bulunmuştur. Ayrıca iklim değişik-liğine uyum ve azaltım için sektörel tedbirler tespit edilmiştir. Son olarak YİDEP’lerin etkin izlenmesi ve değerlendirilmesi için İklim Değişikliği ve Hava Yönetimi Koordinasyon Kurulu yeniden oluştu-rulması için öneriler geliştirilmiştir.

In recent years, due to climate change, the intensity and frequency of extreme air movements in cities have increased, flooding, flooding, heat waves and drought, severe storms and turmoil, sudden and intense rains have negatively affected the viability of cities. The first global steps began with the adoption of the United Nations Framework Convention on Climate Change (UNFCCC) in 1992, and international efforts continued with the 1997 Kyoto Protocol and the 2015 Paris Agreement. While the countries are given responsibilities and responsibilities within the framework of these agreements, the lack of guidance and guidance in local climate change fighting and compliance actions may seem to be a significant lack. However, the countries for the first time under the "Kito Declaration" in HABITAT-3, which was held every 20 years and last held in 2016, have committed to the Local Climate Change Action Plan (YIDEP). The need for preparation and implementation of YIDEP has been revealed. The aim of this study is to develop recommendations in the legislation and policy areas for the effective preparation, implementation and monitoring of IT-DEPs in Turkey. In the framework of the study, on the basis of international agreements, documents and reports on the subject, the current state assessment of the relevant policy documents, primarily the primary legislative variations, was made on the national scale. Recommendations have also been developed taking into account industrial and local priorities for climate change adaptation. This study has found that Turkey, which contributes to the fight against global climate change according to its own national conditions; national reports, greenhouse gas emissions reserve and climate change strategic plans can be strengthened through YIDEP. The Ministry of Environment and Urbanism has presented the necessary legal arrangements for the preparation of the YIDEP by the major municipalities, municipalities and provincial private administrations. There are also industrial measures for climate change adaptation and reduction. Finally, recommendations for the re-formation of the Climate Change and Air Management Coordination Board for the effective monitoring and evaluation of the YIDEPs have been developed.

Recommendations For The Preparation and Effective Implementation Of Local Climate Change Action Plans In Turkey

In recent years, due to climate change in cities, the severity and fre-quency of extreme air movements have increased and floods, land-slides, heat waves and droughts, severe storms and hoses, sudden and heavy rainfalls adversely affect the viability of cities. The first steps on a global scale began in 1992 with the adoption of the UNFCCC, and international efforts continued with the Kyoto Protocol drafted in 1997 and the Paris Agreement signed in 2015. Although responsi-bilities are assigned to countries within the scope of these agree-ments, the lack of guidance and guidance on combating climate change and adaptation actions at the local level has been identified as an important deficiency. However, for the first time under the Quito Declaration in HABITAT-III, which was held every 20 years and lastly held in 2016, countries made a commitment to local climate action plans LCAP . Accordingly, countries need to make and implement LCAP. The aim of this study is to make proposals on legislation and policy space for effective preparation, implementation and monitor-ing of local climate action plans in Turkey. Within the scope of the study, based on the international agreements, documents and reports on this subject, the current situation of the relevant policy documents, especially the primary legislation changes is evaluated. In addition, recommendations are developed by taking sectoral and local priori-ties into consideration for adaptation to climate change. While Tur-key combats global climate change with its national circumstances and capacities; National Communications, Greenhouse Gas Emission Inventory and Climate Change Strategy Plans can be strengthened by LCAP. In this study, it is proposed that legislation of the Ministry of Environment and Urbanization, Metropolitan Municipalities, Munic-ipalities and Special Provincial Administrations should be revised according to effective preparation of LCAP. In addition, sectoral measures for adaptation and mitigation to climate change are identi-fied. Finally, recommendations are developed for the revising the Coordination Committee for Climate Change and Air Management in order to monitoring and evaluation of LCAP.
