Bu araştırmanın amacı, uluslararası ve ulusal politika belgelerinin ışığında ülkemizdeki üstün/özel yetenekliler eğitiminde öğretmen yetiştirme politikalarını değerlendirmektir. Çalışma, nitel araştırma olarak biçimlendirilmiş olup veri toplama aracı olarak ulusal politika belgeleri kullanılmıştır. Veriler doküman analizi yöntemiyle toplanmıştır. Eğitim politikası, üstün/özel yetenekliler eğitimi, üstün/özel yetenekliler öğretmen yetiştirme, seçimleri ve bu öğretmenlerin mesleki gelişimleri bağlamında belgeler analiz edilmiştir. Genel olarak politika belgelerinde son dönemlerde üstün/özel yetenekliler eğitimine daha fazla yer verildiği göze çarpmaktadır. Alınan kararların çoğunun uygulamaya geçirilemediği görülmektedir. Öğretmenlerin hizmet öncesinde üstün/özel yetenekliler eğitimiyle ilgili yeterli eğitimi almadıkları, üstün/özel yeteneklilerle ilgili eğitimlerin çoğunlukla BİLSEM öğretmenlerine yönelik olduğu ve örgün eğitim kurumlarındaki öğretmenlerin eğitim ihtiyaçlarının göz ardı edildiği, hizmet içi eğitimlerin yetersiz olduğu, öğretmenlerin bu alanda eğitim ihtiyaçlarının olduğu anlaşılmaktadır. Ülkemizde üstün/özel yetenekliler eğitimi alanındaki öğretmen yetiştirme, seçme ve mesleki gelişimlerine yönelik politikalarda olumlu adımlar atılsa da henüz istikrarlı bir politikanın oluşturulamadığı anlaşılmaktadır. Çalışmada elde edilen bulgular ve sonuçlara göre çeşitli önerilerde bulunulmuştur.
The aim of this research is to evaluate the gifted education teacher training policies in our country in the light of international and national policy documents. The study was designed as a qualitative research and national policy documents were used as data collection tool. Data were collected by document analysis method. The documents were analysed in the context of education policy, gifted education, gifted teacher training, their selection and professional development of these teachers. It is striking that the education of gifted people has been given more place in the policy documents in recent years. It is seen that most of the decisions taken have not been implemented. It is understood that the teachers haven’t received adequate training on gifted education before the service, the trainings on the gifted were mostly for BİLSEM teachers, the training needs of the teachers in formal education institutions were ignored, the in-service training was insufficient, and the teachers had a training need in this area. Although positive steps have been taken in the policies of teacher training, selection and professional development in the field of gifted education in our country, it is understood that a stable policy has not yet been established.
