In the context of the social state, economic development and increase in social welfare depend on the solution of social problems. Today, social problems have increased with globalization and social welfare and economic policies have changed as a result of neo-liberalism. In addition, the central government approach has been partially abandoned and the tendency towards localization and privatization has been. In this context, the state creates a common governance at the point of solving social problems by putting responsibilities on local administrations, private sectors and non-governmental organizations. The policies implemented by the central government are important in combating these problems. However, the services provided by the municipalities, which are the closest local government units in the context of the relationship of individuals, society and government, are also very important. The purpose of these services is to achieve social balance, social development and social integration as a result of the approach of social municipality. At this point, social work and social entrepreneurship gain importance. For this purpose, municipalities provide social services by producing local policies within their structure and support social entrepreneurship by using persuasion and coordination skills on private sector and non-governmental organizations. In this study, an analysis has been made through the literature on social municipality, social work, social entrepreneurship and the relationship between these concepts. It is aimed to reflect the importance of social services and social entrepreneurial activities in the approach of social municipality.
