Abstract:

Development plans, which aim to carry out the development of the country in a planned manner, are important strategy documents that enable the determination of sectoral priorities and targets within a holistic approach. The Eleventh Development Plan, which is the first development plan of the Presidential Government System, covering the years 2019-2023, is designed as the first five-year period of a 15-year perspective; is focused on ensuring competitiveness and productivity increase in every field. In this study, secondary data sources (development plans, scientific articles, reports, etc.) were scanned and the goals, objectives, principles and policies of the Eleventh Development Plan were analyzed under the title of tourism. In the Eleventh Development Plan, the main objective of the tourism sector, which is among the priority development areas in addition to the priority sectors, is to increase the economic and social contribution of tourism by increasing the diversity and quality of tourism services. In the Eleventh Development Plan, the main elements of the tourism strategy are listed as diversification of tourism, extension of season and accommodation periods, diversification and expansion of the market, and the provision of destination-oriented sectorial change. In addition, establishing a legal basis in line with expectations, supporting investments, reducing sectorial costs and disseminating incentive practices are among the targets. Although the tourism strategy and objectives of the Eleventh Development Plan are guiding the future of the sector, it is necessary to determine the policy priorities with a holistic understanding in order to reach the targets in the plan period and to ensure the effective participation and coordination of all stakeholders in the sector in practice. Considering that the developments in the tourism sector are directly related to domestic and foreign political developments, it can be said that the future of the sector depends on many interrelated variables. In order to better understand the policy priorities of the Presidential Government System, it is necessary to prepare and implement more than one development plan with the codes of the new system. With the necessary legislative arrangements in terms of harmonization with the new system, tourism goals will be understood more clearly. Finally, the picture that emerged after the COVİD-19 Pandemic that emerged in 2020 and affected the whole world caused serious deviations in tourism goals. In this context, the tourism sector goals and expectations of the Eleventh Development Plan should also be revised.
