Abstract:

Bu yazının amacı AB’ye tam üyelik süreciyle gündeme gelen ve yerel/bölgesel kalkınmanın önemli araçlarından kalkınma ajanslarının Türkiye’deki gelişimini süreç analizi başta olmak üzere çeşitli kamu politikası analizi teorileri çerçevesinde irdelemektir. Çalışmanın başlangıcında çeşitli ülkelerde yerel ve bölgesel kalkınma politikalarının gelişimi özetlenmektedir. İzleyen kısımda Türkiye’de 1963’den itibaren uygulanan kalkınma planlarındaki yerel ve bölgesel kalkınma hedef ve politikaları ile AB bölgesel kalkınma hedefleri doğrultusunda yaşanan değişimlerin Türkiye’ye yansımaları ele alınmaktadır. Son olarak Türkiye’de kalkınma ajanslarına yönelik kamu politikalarının gündeme gelişi, formüle edilişi, kanunlaştırılması, uygulanması ve değerlendirilmesi analiz edilmektedir.
