An independent non-governmental ground is needed for democracy to function properly. This independent nongovernmental ground is associated with powerful non-governmental organizations. The dialogue and deliberation process take their place in societies which democracy and civil society are institutionalized. Non-governmental organizations have an important role in establishing deliberative democracy which concepts of deliberation and democracy meet. This study highlights the importance of democratic environment in the expansion of non-governmental action and it is predicated on the thesis that non-governmental organizations have an important role on the institutionalization of deliberative democracy. In this respect, the study handles the relationship between democracy and civil society and explicates the role of non-governmental organizations in institutionalization of deliberative democracy.
