Afetler, toplum için fiziksel, ekonomik ve sosyal kayıplara neden olan doğal, teknolojik veya insan yapısı tabanlı olaylardır. Afet yönetimi kapsamında afet öncesi, afet sırasında ve afet sonrası gerekli işlemlerin en kısa sürede organize edilmesi ve gerçekleştirilmesi gerekmektedir. Bu çalışmada afet öncesi önlemlerden biri olan afet istasyonlarının yer seçimi ve dolayısıyla kişilerin toplanma merkezinin belirlenmesi problemi ele alınmıştır. Afet şartları içinde en hızlı ve en etkin şekilde müdahale yapabilmek ve hayatta kalma oranlarını arttırabilmek için afet istasyonu olarak adlandırılan konteynırların en uygun yere yerleştirilmesi de önemli bir adımdır. Alternatiflerin oldukça fazla olduğu bir ortamda en uygun konteynır yerinin belirlenmesi yöneticiler açısından zor bir seçim aşamasıdır. Bu nedenle çalışmada öncelikle kümeleme analizi kullanılarak birimler koordinatlarına göre gruplandırılmış, ardından da kişi sayıları dikkate alınarak ağırlık merkezi yöntemiyle her bir grup için uygun afet istasyonu yerleri belirlenmiştir. Önerilen yöntem bir üniversite yerleşkesi için uygulanmış ve afet istasyon yerleri belirlenmiştir.
Disasters are natural, technological or human-based events that cause physical, economic and social losses to society. In the context of catastrophe management, the necessary processes before, during and after catastrophe should be organized and carried out as soon as possible. This study discussed the problem of the location of the disaster stations, which is one of the pre-accident measures, and therefore the determination of the people’s gathering center. It is also an important step to put containers called catastrophic stations in the best place to be able to intervene in catastrophic conditions in the fastest and most efficient way and to increase survival rates. In a environment where there are quite a lot of alternatives, finding the best place for the container is a difficult stage of choice for managers. Therefore, in the study first using aggregation analysis, units were grouped according to coordinates, and then, taking into account the number of persons, the weight center method determined the appropriate disaster stations locations for each group. The proposed method was applied to a university settlement and the catastrophe stations were determined.
