Tarihin eski dönemlerinden günümüze kadar birçok düşünür ve filozof devlet yönetimi ve devlet başkanının sahip olması gereken nitelikler konusunda önemli tartışmalar yürütmüş ve çeşitli önerilerde bulunmuştur. Bu kriterler coğrafi ve demografik özelliklere, siyasi kültüre, geleneklere, ülkenin rejimine, dine ve benzeri birçok faktöre göre değişiklik gösterebilmektedir. Ancak tüm bu farklılıklara rağmen günümüzde devlet başkanlarının sahip olması gereken temel özelliklerin sırlamasını Türkiye örneği için tespit etmek mümkündür. Bu çalışma, devlet başkanı olan Cumhurbaşkanının sahip olması gereken bazı özellikleri hiyerarşik bir sıralamaya koymayı amaçlamaktadır. Sıralamanın gerçekleştirilebilmesi için çalışmanın saha araştırması kısmında Analitik Hiyerarşi Proses yöntemi kullanılmıştır. Buna göre 7 kriterin karşılaştırmasından oluşan sıralama şu şekildedir. Cumhurbaşkanı dürüst, deneyimli, istikrarlı ve tutarlı, tarafsız ve partizan olmayan, karizmatik bir lider olmalı, güçlü hitabet yeteneğine sahip olmalı ve bir ideolojiye sahip olmalıdır.
From ancient times to the present day, many thinkers and philosophers have had important discussions and made various suggestions about state governance and the qualities that the head of state should possess. These criteria may vary according to geographical and demographic characteristics, political culture, traditions, the regime of the country, religion and many other factors. However, despite all these differences, it is possible to identify a ranking of the basic characteristics that heads of state should possess for the case of Turkey. This study aims to put into a hierarchical ranking some of the characteristics that the head of state, the President, should possess. In order to realize the ranking, the Analytic Hierarchy Process method was used in the field research part of the study. Accordingly, the ranking consisting of the comparison of 7 criteria is as follows. The President should be honest, experienced, stable and consistent, impartial and non-partisan, a charismatic leader, have strong oratory skills and have an ideology.
