Abstract:

State Assembly "Toy" which appeared in history of the early Turkish States from the times of Hsiung-nu, were committees where important decisions were discussed and taken. These assemblies had a significant place in state organization after the ruler Khan, and had legislative and executive power but they did not have distinct Judicial power. These assemblies which were formed by Notables had the right of election of Khan and also they auidited legistlations of the Khanand sometimes they constrained Khan's powers.In this paper, the state assembly "Toy"s in the Central Asian Early Turkish State will be examined
