Türkiye sürekli deprem riski bulunan bir ülkedir. 06.02.2023 tarihinde yaşanan K. Maraş depremleri toplamda 11 ilde çok ciddi can ve mal kayıplarına neden olmuştur. Deprem gibi insan yaşamını çok boyutlu etkileyen afetlerin yönetimi, afet sonrası yapılacak çalışmaların niteliği ve sosyal hizmet uygulamalarının oldukça önemli olduğu bir kez daha anlaşılmıştır. Bu çalışmada: afet ve afet yönetimi kavramsal olarak açıklanmış sonrasında ise deprem sonrası yapılan çalışmalar sosyal hizmet müdahale modeli (Elliott, 2010) üzerinden değerlendirilmiştir. Müdahale boyutunda sosyal yatırımlar, ekonomik katılım, politik güçlendirme ile insani yatırımlar başlıklarında güçlü yönlerin olduğu öte yandan bu alanlarda bazı hizmet boşluklarının olduğu görülmüştür. Bu bağlamda afet öncesi ve sonrasına yönelik sosyal politika uygulamalarının gözden geçirilmesi, mülteci/göçmenlere yönelik planlamanın yapılması önemlidir. Öte yandan afetlerde kullanılacak fonların oluşturulması, afetzedelerin hizmetlere erişiminde sosyal hizmet uzmanlarının savunuculuk yapmalarının son olarak mağdurlara ve yardım profesyonellerine psikiyatrik destek sağlanmasına gereksinim olduğu anlaşılmaktadır.
Turkey is a country with a constant risk of earthquakes. The K. Maraş earthquakes that took place on 06.02.2023 caused serious loss of life and property in 11 provinces in total. It has been understood once again that the management of disasters that affect human life multidimensionally such as earthquakes, the quality of post-disaster work and social work practices are very important. In this study: disaster and disaster management are explained conceptually, and then the post-earthquake studies are evaluated through the social work intervention model (Elliott, 2010). In the intervention dimension, it has been observed that there are strengths in social investments, economic participation, political empowerment and human investments, while there are some service gaps in these areas. In this context, it is important to review the social policy practices before and after the disaster, and to plan for refugees/immigrants. On the other hand, it is understood that there is a need for the creation of funds to be used in disasters, the advocacy of social workers in the access of victims to services, and finally psychiatric support to victims and aid professionals.
